Key Responsibilities
- Facilitates the recruitment, selection, and onboarding processes for new personnel.
- Ensures that all hiring practices are efficient and adhere to legal standards.
- Addresses human resources inquiries and issues, guiding departments to appropriate resources.
- Acts as the primary contact for departments regarding HR-related matters, assessing situations and directing them to suitable solutions.
- Advises management on compliance with federal, state, and local regulations, as well as internal policies and collective agreements; proposes innovative solutions for complex HR challenges.
- Reviews and approves personnel actions, including changes in compensation and classification, and manages benefits administration.
- Verifies documentation for accuracy and compliance with established guidelines.
- Maintains up-to-date knowledge of institutional policies and relevant laws.
- Contributes to initiatives aimed at enhancing the quality of HR services.
- Participates in the design and improvement of HR programs to better meet institutional needs.
- Conducts research and analysis to address HR-related issues, recommending solutions to improve services.
- Supports recruitment efforts by crafting and reviewing job descriptions, posting vacancies, and managing the applicant tracking system.
- Coordinates employee benefits enrollment and separation processes, liaising with service providers for routine administration.
- Provides high-level support and problem resolution for clients, HR staff, and the public.
- Serves as a liaison for various HR-related issues.
- Facilitates training sessions and meetings for HR staff regarding new or updated processes.
- Guides supervisors in performance management and disciplinary procedures.
- Informs employees and managers about benefits and leave options.
- Oversees benefits open enrollment activities.
- Assists in managing the student employment program.
- Ensures timely processing of employee information within the HRIS system.
- Handles benefit documentation and unemployment claims as necessary.

Minimum Qualifications
Education:
Associate's Degree in a relevant field.
Experience:
Five (5) years of relevant work experience.
Preferred Qualifications
- Familiarity with HR software, particularly Ellucian BANNER.
- Experience in managing employee benefits programs.
- Background in a unionized work environment.
- SHRM-CP certification.
- Bilingual proficiency in English and Spanish.
