Key Responsibilities:
  • Assist the Director of Workforce Innovation with implementing workforce training and innovations, managing the Community Colleges' Perkins plan, and supporting community-based meetings convened for workforce development initiatives.
  • Contribute to the development of the State's multi-year Perkins plan for review and approval by the State CTE Advisory Council.
  • Develop and prepare the Community Colleges' Title I annual plans, applications for funds, and budgets for review and approval by the CC Associate VP of Academic Affairs, the Director of Workforce Innovation, and the CTE Deans group.
  • Submit plans to the State Director for Career & Technical Education and present and respond to questions regarding the plan at the State's CTE Advisory Council meeting.
  • Develop the Requests for Proposals Guidelines and Forms for Title I, Program Improvement and Leadership funds, based on the Perkins Act and federal and state guidelines, for review and approval by the CTE Deans group.
  • Responsible for the administration and interpretation of the Perkins law and the State Perkins plan as it applies to postsecondary education.
  • Serve as a technical expert, answer questions and advise campus administrators, faculty, and staff on issues regarding Perkins funding relative to the Perkins law, the State Plan, and the priorities and guidelines established by the Community Colleges.
  • Research and interpret State, Federal, UH, and contractual policies, rules and regulations affecting the administration of the Perkins funds.
  • Review and approve colleges' annual Perkins plans, strategies, proposals, and completion reports for appropriateness and compliance with Perkins, federal, state, University and CC policies and guidelines.
  • Create systems for ensuring Perkins funds are spent responsibly and within the federal Perkins' guidelines.
  • Prepare award letters and other correspondence to college officials; assure accuracy and clarity in the budget and funding information provided to the colleges.
  • Manage a system (consortium) Perkins account used to support projects with system-wide impact.
  • Work with the system fiscal office to assure Perkins funds are spent appropriately and in a timely manner and reconcile year-end spending to ensure most efficient use of funds.
  • Compile and analyze quantitative and qualitative data and information to prepare annual reports on CTE programs.
  • Training responsibilities include conducting informational meetings on the Perkins' law, funding parameters, reporting requirements and statistics to CC administrators, faculty, and staff.
  • Work with staff from the Office of the State Director for Career & Technical Education on career pathways, DOE articulation, and non-traditional student initiatives.
  • Organize, coordinate and manage the development and implementation of new program initiatives.
  • Provide assistance for special programs, projects and/or initiatives relating to career and technical education or general academic issues.
Requirements:
  • Baccalaureate degree in Business, Education, Arts & Sciences or related field.
  • 5 years of progressively responsible professional experience with responsibilities for grant or project management.
  • Considerable working knowledge of principles, practices and techniques in the grant or project management.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with grant or project management.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing and spreadsheet software.
Desirable Qualifications:
  • Knowledge of administrative (human resources, fiscal, etc.) rules and regulations.
  • Knowledge of Community College philosophy and organization.
  • Master's degree in related field.
  • Understanding of mission and purpose of the University of Hawai'i as an indigenous-serving institution of higher education.
