About Franklin County Municipal Court

The Franklin County Municipal Court is the largest and busiest municipal court in the State of Ohio, with a jurisdiction that includes traffic cases, misdemeanor criminal cases, and civil cases where the amount at issue is $15,000 or less. The Court has fourteen judges in the General Division and one judge in the Environmental Division, who preside over civil, criminal, and traffic cases and conduct both jury and court trials.

Job Purpose and Overview

The Human Resource Training and Support Coordinator is a key role in the Court's Human Resources department, responsible for performing all essential duties related to employee training and development. This includes researching, preparing, coordinating, and facilitating employee training, as well as serving as support to other human resources duties within the Court.

Essential Duties and Responsibilities
  • Confer with college/university officials and professional certification organizations to ensure specialized training curricula is eligible for credit or meets requirements to be counted for CEU.
  • Consult with departments regarding training needs, scheduling classes, and regulatory requirements.
  • Promote employee training and workforce development programs to Court employees.
  • Coordinate and facilitate meetings with trainers, facilitators, and subject matter experts to review the effectiveness of past programs and solicit information to identify future training needs and contemporary subject matter.
  • Conduct analysis and research on broad range of learning and organizational development trends such as computer-based training and web-deliverable training; make recommendations to management on the feasibility for the Court to adopt such new trends.
  • Facilitate and manage Court training and staff development programs; implement customized training programs and human resource projects; work with outside training vendors, technical managers, and in-house trainers to select or develop appropriate course content and structure to meet training needs.
  • Manage the delivery of on-site training programs; schedule courses or training programs to align with the needs of City departments and staff.
  • Monitor training and staff development policies to ensure that they are properly implemented; keep the department director informed, on a timely basis, of all situations which could affect the accomplishment of Citywide training goals and objectives.
  • Identify, adapt, and apply appropriate learning technologies to specific training opportunities.
  • Oversee the development and maintenance of training records in accordance with applicable records retention policies and practices.
  • Participate in appropriate professional activities in order to stay current with developments and trends in the field of training program development and implementation.
  • Prepare, review, and coordinate new employee orientations.
  • Assist with other human resources-related tasks, including but not limited to payroll, benefits, and wellness, employee relations, job fairs, and interviews.
  • Perform other duties as assigned by the Human Resource Director.
Qualifications and Requirements
  • A bachelor's degree in human resources management, training and development, public administration, or a related field from an accredited college or university.
  • At least three years' experience as a full-time human resources training personnel in an organization with employees.
  • Working knowledge of the principles, laws, and regulations governing hiring, salaries, benefits, discipline, termination, discrimination, and sexual harassment.
  • Ability to interface effectively with all levels of staff and management, build trust, influence thinking, and gain cooperation among groups who may have differing needs and agendas.
  • Strong analytical and organizational skills and the ability to function at a high level within a large complex organization.
  • Knowledge of common office practices, procedures, and equipment.
  • Proficiency in operating a personal computer and using Microsoft Office products including Word, Outlook, and Excel.
  • Good time management skills; highly organized and detail-oriented.
  • Ability to prioritize work, work independently without daily supervision, perform a variety of duties, and manage a variety of projects simultaneously in a high-pressure atmosphere under sometimes severe time restraints.
  • Ability to communicate verbally effectively and professionally and in writing in English to diverse audiences.
  • Pleasant personality, ability to interact and maintain effective working relationships with judges, other elected officials, employees, law enforcement officers, lawyers, and others conducting business with the Court.
  • Conscious of and sensitive to the diversity within the Court's jurisdiction and ability to interact professionally with this diverse population of people from many different geographic, socioeconomic, religious, racial, and ethnic backgrounds on a regular basis.
  • Professional appearance and demeanor appropriate for the position and expected of a representative of elected officials.
  • Demonstrated dependability, reliability, and excellent attendance record.
Preferred Qualifications
  • Significant, demonstrable experience in one or more functional areas of human resources management, such as labor relations, salary administration, training, payroll processing, or benefits administration.
  • Knowledge of and experience in some or all the following areas: human resources principles and practices; employee relations; employee recruitment; interviewing and selection; performance evaluation; policy development; and applying employment laws and regulations, such as FMLA, EEO, and FLSA.
  • Ability to speak and write Spanish or a language commonly used by people of Somalia for whom English is a second language; or proficiency in American Sign Language (ASL).
Physical Requirements
  • Position requires intermittent sitting with extended periods of standing and/or walking.
  • Must be able to occasionally lift up to 50 pounds.

The Court pays the required employer 14 percent of the employee's salary. Court employees do not have Social Security taxes withheld from their paychecks because they are members of OPERS.

Court Expectations of Employee

In completing the duties and responsibilities of the position, the Court expects the employee will adhere to all Court policies, guidelines, practices, and procedures; act as a role model both inside and outside the Court; perform duties as workload necessitates in a timely, accurate, and thorough manner and be conscientious about meeting department productivity standards; and communicate regularly with the supervisor about department issues.

At-Will Employment

Employees of the Court are at-will employees and serve at the pleasure of the Court; they are not in the classified civil service system and are not members of bargaining units.
