Position Overview

The Solid Waste and Recycling Division is dedicated to providing environmentally responsible and customer-oriented services to maintain the cleanliness and appeal of Minneapolis. This division manages the collection of solid waste, recycling, organics, yard waste, and large item disposal for a significant number of residential clients, while also engaging in initiatives aimed at graffiti management and urban cleanliness. The division plays a crucial role in the city's Zero Waste initiatives.

To achieve these objectives, the Director of Solid Waste & Recycling leads a proficient team comprising approximately 150 personnel across field operations, customer service, and administrative roles, overseeing an operational budget exceeding $45 million.

Key Responsibilities

• Plan, organize, direct, and coordinate the management of solid waste from residential units, encompassing garbage, recyclables, problem materials, and yard waste. Negotiate contracts, oversee management functions, and provide guidance to the City Council on solid waste policy matters.

• Supervise and administer all functions, activities, and personnel within the Solid Waste and Recycling Division.

• Manage the municipal solid waste stream, including the collection and disposal of solid waste, recycling materials, and yard waste.

• Develop and implement community engagement and educational programs to promote responsible waste handling, recycling, and composting practices throughout the city.

• Negotiate and manage contracts with service providers related to the municipal solid waste stream.

• Oversee the recruitment, promotion, and disciplinary actions of division staff.

• Act as the liaison for the Public Works Department in efforts related to homeless encampments, collaborating with other departments on planning and solutions while directing field staff in maintenance and clean-up efforts.

• Keep the Director of Public Works and elected officials updated on innovative ideas and technological advancements in the solid waste sector.

• Manage the budget for the Solid Waste and Recycling Division, including the establishment of solid waste rates, and represent the division in discussions with City Council Committees and other relevant agencies.

• Serve as the department liaison to governmental agencies concerning solid waste matters.

• Initiate neighborhood demonstration projects and educational programs in schools to foster composting, recycling, and anti-littering initiatives, focusing on collaboration with community engagement programs.

• Address daily operational challenges with an emphasis on customer satisfaction and delivering quality, cost-effective services.

• Collaborate with other division directors and contribute to the overall management of the department.

Required Qualifications

Minimum Education: Bachelor's Degree

Minimum Experience: Six years of experience in managing extensive solid waste operations, contract management, and recycling initiatives.

Equivalency: An equivalent combination of education and experience closely related to the duties of the position may be considered.

Knowledge, Skills, and Abilities

• In-depth knowledge of solid waste management practices, including collection and disposal methods, recycling techniques, contract management, and public relations.

• Familiarity with applicable local, state, and federal regulations regarding solid waste collection and disposal.

• Strong understanding of public works administration principles and practices.

• Knowledge of equipment utilized in municipal solid waste collection and disposal.

• Ability to formulate long-term plans and programs.

• Capacity to evaluate technical options effectively.

• Proficient in engaging with the public, special interest groups, elected officials, and labor organizations.

• Strong oral and written communication skills.
