About the Role

This position supports the Southeast Region and can be based in either the Hampton Roads or Richmond District.

The Virginia Department of Transportation is seeking a highly skilled Right of Way Specialist to join our team in the Right of Way Division. The selected candidate will play a key role in accomplishing project objectives, achieving project quality, and meeting advertisement schedules.

Key Responsibilities
  • Assist management with preparing reports, attending project meetings, and setting up regional meetings.
  • Input data into the Right of Way and Utilities Management System (RUMS).
  • Provide technical support, guidance, and advice to maximize production, accuracy, and timeliness, while considering legal and sensitive issues.
  • Provide program assistance, including technical support to the Plan Review Manager, and assist with the preparation of estimates, plan reviews, and tracking project budgets.
  • Perform technical reviews of estimates, plans, property descriptions, and communicate with regional staff to make necessary corrections.
Requirements
  • Knowledge of project management, research, and organization.
  • Ability to work independently, complete routine work assignments, and provide direction and technical assistance to diverse customers.
  • Ability to conduct legal research, read and interpret plats and plan sheets, and make independent decisions based on analysis of available information.
  • Knowledge of right of way acquisitions, highway plan reading, and web-based applications.
  • Considerable knowledge of Geographic Information Systems (GIS), Google Earth, Cardinal HCM, and/or Cardinal Financials.
Additional Considerations
  • Knowledge of CADD programs and applications.
  • Considerable knowledge of principles and practices of providing good internal and external customer service.
  • A combination of training, experience, or education in the right of way disciplines or related field is desired.
