Program Analyst I/II

We are seeking a highly skilled and motivated Program Analyst I/II to join our team at the City of Santa Cruz. As a key member of our team, you will be responsible for planning, coordinating, developing, implementing, and administering programs in support of City services, initiatives, and operational activities.
Key Responsibilities- Develop and implement program goals, objectives, and procedures in compliance with applicable laws, regulations, and City policies.
- Conduct research and analysis to identify quality control and quality assessment opportunities, and develop QC/QA surveys and other tools.
- Participate in the development and administration of program budgets and cost projections, and recommend program expenditures.
- Coordinate procurement processes for program goods and/or services, including drafting requests for proposals, quotes, and bids.
- Research and prepare grant applications, and coordinate with federal, state, and/or regional networks to provide required reporting and documentation.
- Utilize a wide variety of resources to collect and process data and information, and conduct feasibility studies, needs assessments, and cost/benefit analyses.
- Prepare, organize, and maintain comprehensive databases, records, and technical reports, correspondence, and other materials.
- Provide assistance and education to businesses, community partners, and other stakeholders, and serve as a community resource and subject matter expert.
- Respond to inquiries, requests, and complaints from program participants and/or customers, and research issues and recommend/coordinate solutions.
- Bachelor's degree from an accredited college or university in public administration, business administration, computer science, or a related field.
- Three (3) years of professional program planning, coordination, development, implementation, and administration experience comparable to a Program Analyst I in the City of Santa Cruz.
- Excellent interpersonal and communication skills to work with and across assigned teams.
- Ability to read, interpret, understand, and explain regulations, policies, procedures, and work methods applicable to areas of assignment.
- Ability to conduct thorough research and solve business problems using analytical techniques.
- Experience in a municipal government program setting.
