Position Overview

The Program Manager will oversee, guide, and manage the comprehensive operational and administrative functions outlined in the contract. This role requires a high level of contract management and administrative oversight to meet both quantitative and qualitative standards. The Program Manager is dedicated to ensuring that all contract obligations are fulfilled to a standard that meets or exceeds expectations, aiming for complete satisfaction from all stakeholders. Establishing and nurturing effective relationships with clients is essential, with a focus on fostering a mutually beneficial partnership with the Government.

Key Responsibilities
  • The Contractor is responsible for providing a qualified and experienced Program Manager for this contract.
  • Notification to the Government is required whenever a representative is designated in place of the primary position holder to fulfill on-site obligations.
  • The Program Manager will hold full accountability for the overall performance of the contract.
  • As the authorized representative of the Contractor, the Program Manager will oversee all contractual, technical, and administrative services required under this agreement.
  • The Program Manager must be capable of making contractual decisions and committing their team within 60 minutes of a Government request.
  • All communications, work assignments, and technical directives between the Government and the Contractor will flow through the Program Manager, who will serve as the primary point of contact.
  • During regular business hours, the Program Manager must be available on-site within one hour to meet with the designated Government representative.
  • After hours, the Program Manager must be available on-site within two hours of notification to meet with the designated Government representative.
Qualifications

To qualify for the Program Manager position, candidates must possess:

  • Recognized certification in Program and/or Project Management or Facility Management.
  • A Bachelor's Degree in Facility Management, Construction Management, Business Administration, Engineering (Mechanical, Civil, Electrical, Structural), or a related field.
  • A minimum of 15 years of experience managing all facets of building operations, with at least 10 years in a contract of similar size and scope.

Demonstrated expertise in:

  • Managing LEED-certified facilities.
  • Operations within U.S. Government facilities.
  • Development, maintenance, and reporting of facility and service metrics.
  • Contract negotiations, modifications, and related contractual requirements.
