As the Business Operations Team Leader within the Water System Operations Division, you will play a pivotal role in ensuring that analytical and administrative functions are effectively delivered to support financial management, budgeting strategies, process optimization, and enhanced customer service.


Key Responsibilities:
1. Collaborate with fellow managers to formulate the group budget, conduct variance analysis, and propose necessary corrective measures.

2. Execute financial assessments and cost-benefit evaluations related to group initiatives and challenges.

3. Manage contracts and oversee the corresponding invoice processing.

4. Develop the annual business strategy for the group, including additional planning and reporting documents.


5. Supervise the establishment of standardized business metrics to evaluate performance and refine operational processes, including contracting, documentation, procurement, and customer satisfaction evaluations.


6. Oversee timekeeping and human resource activities for the division.


Your success in this role will depend on your exceptional organizational skills, effective communication abilities, both verbal and written, and your capacity to lead and motivate your team while managing a diverse range of tasks in support of the Integrated Operations Planning & Support Services Division.


Work Arrangement:
Currently, this position follows a hybrid work model, typically involving two in-office days each week, with the remaining days being remote. This arrangement may be adjusted based on organizational requirements.

Additionally, a telework policy is under negotiation, which will provide final guidance on the hybrid work schedule.

Employment Standards

Minimum Qualifications:

Education and Experience:

A bachelor's degree from an accredited institution and eight years of progressively responsible relevant experience, including at least two years in a supervisory or project management role; or an advanced degree from an accredited institution with six years of progressively responsible relevant experience, including two years in a supervisory or project management capacity.


Progressively Responsible Experience is defined as a combination of administrative duties, including:

  • Budget preparation and variance analysis (minimum two years);
  • Preparation and editing of management correspondence and presentations;
  • Providing support to the management team.

License(s): A valid California Class C Driver's License or equivalent is required at the time of application.
