About the Design, Construction & Environmental Unit

This unit oversees the architectural, environmental, and construction aspects of projects funded through various HFA financing programs. This oversight includes thorough environmental and architectural evaluations of projects seeking funding, as well as the application of HFA Design Guidelines to ensure that affordable housing projects meet essential standards of safety, functionality, efficiency, and durability. The unit also monitors construction activities to ensure adherence to approved schedules and plans. Additionally, support is provided for capital improvements within HFA's housing preservation portfolio.

Key Responsibilities:

  • Conduct site visits to monitor construction projects funded by HFA, typically four days a week, with projects often spanning two years or more.
  • Participate in on-site construction meetings, including pre-construction and progress meetings, as well as close-out discussions upon project completion.
  • Assess the quality and progress of all construction phases, including site work, structural framing, mechanical and plumbing systems, electrical systems, life safety systems, and finishing work.
  • Interpret construction documents for compliance with HFA standards.
  • Evaluate contractors' construction schedules and ensure compliance with HFA criteria.
  • Identify significant deficiencies that may compromise project quality or financial viability.
  • Review shop drawings and product data for compliance with HFA standards.
  • Examine construction change orders for adherence to contract requirements and HFA criteria.
  • Monitor the handling of hazardous materials, ensuring compliance with safety regulations.
  • Verify adherence to local building codes, including fire safety, emergency egress, accessibility, and energy efficiency.
  • Ensure compliance with energy efficiency programs, including system installations and performance testing.
  • Authorize progress payments to builders as necessary.
  • Compile lists of incomplete or deficient work observed during site visits.
  • Determine when a project is sufficiently complete and safe for occupancy.
  • Prepare detailed construction reports summarizing observations from site visits.
  • Represent the agency professionally in both field and office settings.

Note: The primary working location will be in Albany, with occasional travel required to various locations across New York State.

Minimum Qualifications:

An associate's degree in engineering, architecture, or construction technology, along with three years of relevant experience; or five years of relevant experience without a degree.
