About the Design, Construction & Environmental Unit

This unit is responsible for overseeing the architectural, environmental, and construction aspects of projects funded through HFA's various financing programs. This oversight includes conducting environmental and architectural assessments of projects seeking funding, as well as ensuring compliance with HFA Design Guidelines to maintain high standards of safety, functionality, efficiency, and durability in affordable housing projects. The unit also monitors construction activities to ensure adherence to approved plans and schedules, providing support for capital improvements within HFA's housing preservation portfolio.

Key Responsibilities:

  • Conduct site visits to monitor construction projects funded by HFA, typically four days a week, with projects often spanning two years or more.
  • Participate in on-site construction meetings, including pre-construction and progress meetings, as well as final close-out meetings.
  • Assess the quality and progress of all construction phases, including site work, structural framing, mechanical and plumbing systems, electrical systems, life safety systems, and finishing work.
  • Interpret construction documents to ensure compliance with HFA standards.
  • Evaluate contractor construction schedules and determine compliance with HFA criteria.
  • Identify significant deficiencies that may affect project quality or financial viability.
  • Review shop drawings and product data for compliance with HFA standards.
  • Examine construction change orders for adherence to contract requirements.
  • Monitor the handling of hazardous materials, ensuring compliance with safety regulations.
  • Verify adherence to local building codes and energy efficiency programs.
  • Authorize progress payments to contractors as necessary.
  • Compile lists of incomplete or deficient work observed during site visits.
  • Determine when projects are sufficiently complete and safe for occupancy.
  • Prepare detailed construction reports summarizing site visit observations.
  • Represent HFA professionally in both field and office settings.

While the primary work location will be in Albany, occasional travel to various locations throughout New York State may be required.

Minimum Qualifications:

An associate's degree in engineering, architecture, or construction technology, along with three years of relevant experience; or five years of relevant experience in managing multi-trade construction projects from inception to completion, including cost estimating, construction planning, contract document interpretation, and compliance inspection.
