Job Overview

This role is situated within the Department of Human Services (DHS), specifically in the Economic Security Administration (ESA), under the Office of Performance Monitoring (OPM). The primary duty of the Program Analyst is to assess both existing and proposed operational programs to determine their effectiveness in meeting objectives, while also overseeing projects and special assignments.

Key Responsibilities

The responsibilities encompass planning, developing, and executing comprehensive program analyses that significantly impact various aspects of current or anticipated operational programs. This includes evaluating their effectiveness in achieving set goals and objectives. Key tasks involve:

  • Developing, maintaining, and overseeing projects and integrated reporting systems that influence program operations.
  • Communicating relevant information to supervisors for effective assessment of program operations and milestones.
  • Analyzing, extracting, summarizing, and identifying critical trends and issues.
  • Forecasting and estimating program needs while preparing programmatic reports, justifications, charts, graphs, and statistical data for presentations and briefings.

Qualifications and Education

Specialized experience is defined as experience that has equipped the applicant with the specific knowledge, skills, and abilities necessary to perform the duties of this position successfully. To be considered, applicants must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the typical career progression.

The position is primarily conducted in a standard office environment.

Work Schedule: Monday - Friday, 8:00 AM - 5:00 PM

Pay Plan, Series, and Grade: CS

Promotion Potential: None

Collective Bargaining Unit: This position is part of a collective bargaining agreement represented by AFSCME 2401, and employees may be required to pay an agency service fee through direct payroll deduction.

Emergency Designation: This role has been classified as Emergency. Employees in Emergency-designated positions are required to:

  • Provide guidance, recommendations, and/or specific functional support essential for the continuity of operations during a declared emergency.
  • Remain at their duty station or an approved alternate work location if activated during early dismissals for non-essential/non-emergency employees.
  • Report to their duty station on time when activated during non-work hours, especially when conditions affect the opening or closing of District government offices.
  • Engage in telework during a declared emergency if directed by the agency head or supervisor.

Position Designation: This position is classified as Security Sensitive according to the guidelines of the DC Personnel Manual. Incumbents are subject to enhanced suitability screening and must successfully pass a criminal background and consumer credit check as a condition of employment, along with periodic checks throughout their tenure.
