Job Overview

This role is situated within the Department of Human Services (DHS), specifically in the Economic Security Administration (ESA) under the Office of Performance Monitoring (OPM). The DHS is dedicated to empowering every resident of the District by facilitating meaningful connections to employment opportunities, economic support, and essential services.

The primary function of the program analyst is to assess both existing and proposed operational programs to determine their effectiveness in meeting established objectives, while also overseeing projects and special initiatives.

Key Responsibilities

The responsibilities encompass planning, developing, and executing comprehensive program analyses that have significant scale and impact, addressing all facets of current or anticipated operational programs to gauge their effectiveness in fulfilling intended goals and objectives. This includes:

  • Developing, maintaining, and overseeing projects and integrated reporting systems that influence programs across the organization.
  • Communicating critical information to supervisors to facilitate effective evaluation of program operations and milestones.
  • Analyzing, extracting, summarizing, and identifying key trends and issues.
  • Forecasting and estimating program needs, and preparing programmatic reports, justifications, charts, graphs, statistical data, and narrative summaries for presentations and briefings.

Qualifications and Educational Background

Specialized experience is defined as experience that has equipped the applicant with the necessary knowledge, skills, and abilities to successfully perform the duties of the position, typically related to the work of the position being filled. To be considered, applicants must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

The role is primarily conducted in a standard office environment.

Additional Information

Work Schedule: Monday - Friday, 8:00 AM - 5:00 PM

Pay Plan, Series, and Grade: CS

Promotion Potential: None

Collective Bargaining Unit: This position is included under a collective bargaining agreement represented by AFSCME 2401, and an agency service fee may be deducted from payroll.

Emergency Designation: This position is classified as Emergency. Employees in Emergency-designated roles are required to:

  • Provide advice, recommendations, and/or specific functional support necessary for continuity of operations during a declared emergency.
  • Remain at their duty station or an approved alternate location if activated during early dismissals for non-essential/non-emergency employees.
  • Report to their duty station on time when activated during non-work hours if conditions result in late arrivals or closures for non-essential/non-emergency employees.
  • Telework during a declared emergency if directed by agency leadership.

Position Designation: This role is considered Security Sensitive under the guidelines of the DC Personnel Manual. Individuals in this position are subject to enhanced suitability screening and must successfully pass a criminal background and consumer credit check as a condition of employment, with periodic checks throughout their tenure.
