Job Summary

The Washington Metropolitan Area Transit Authority seeks a highly skilled Strategic Program Manager to join our team. As a key member of our Innovation Hub, you will be responsible for providing strategic support, guidance, and management for a broad range of projects, including program and policy assignments pertinent to the mission of the Authority and departmental goals.

Key Responsibilities
  • Assist the management team in program planning and development activities, including policy development, technical quantitative/qualitative analysis, project costing and forecasting, and impact assessments.
  • Supervise and perform capital and operational data management and research.
  • Deliver project and program presentations to executive and senior staff.
  • Perform or participate in risk management and communications and change management planning.
  • Act as a liaison for both internal and external entities on Authority-wide highly complex multi-discipline projects and programs.
  • Coordinate and implement best practices for the enterprise asset management program implementation, including conducting research and drafting processes and reports.
  • Assist in the drafting of policies and the creation and maintenance of comprehensive departmental/interdepartmental documentation.
  • Communicate with departmental staff to gather answers to inquiries as necessary.
  • Assist in defining project scopes and objectives by involving all relevant stakeholders and ensuring technical feasibility.
  • Conduct complex cost, budgetary, statistical analysis and develop forecasts, prepare cost benefit analysis, and track operational and capital budgets.
  • Maintain and monitor project plans and project schedules.
  • Document and follow up on important actions and decisions from meetings.
  • Establish and maintain tracking reports in support of business initiatives, such as trainings, capital program reporting, and communication campaigns related to capital planning and program management.
  • Work directly with the transit and business asset owners across the Authority to perform data analytics, establish monthly compliance reports, and risks and/or issues updates, including mitigation actions and resolution plans.
  • Supervise and/or guide subordinate or contract staff.
  • Interact effectively with senior leadership to articulate issues and propose potential solutions.
  • Support the program management processes of integration, scope, schedule, budget, quality, resources, communication, risk, and procurement.
  • Assist with project initiation, estimation, planning, requirements gathering, analysis and design, technical reviews, integration, implementation, operational turnover, and project closing.
  • Track and escalate action items, monitor project delivery and client satisfaction, and communicate with all appropriate levels of management, including directors, general managers, managers, subject matter experts, and clients.
  • Provide data collection, analysis of data, presentations, and reporting, database administration, project assessment, and creation and maintenance of templates, forms, and processes.

Requirements
  • Bachelor's degree in Transportation, Management, Business, or Public Administration or a related field.
  • Minimum of seven (7) years of experience in project management and/or asset management lifecycle planning, progressively analyzing and coordinating business improvement projects in a large-scale organization.
  • Project Management Professional (PMP) certification.
  • Proficiency in Microsoft Project, Primavera, Clarity, Power BI, and SharePoint.
