Key Responsibilities
  • Develops proposals in accordance with estimating policy, Federal Acquisition Regulations (FAR) & Defense Federal Acquisition Regulations (DFARS) requirements, USG Business System Requirements & other government regulations.
  • Shapes, develops, and matures business case analyses and cost methods resulting in a comprehensive bid/price strategy.
  • Develops initiatives to increase profitability and cash flow.
  • Acts as the estimating lead on proposals compiling cost, schedule, and technical elements to development proposals in accordance with Request For Proposal (RFP) specs.
  • Coordinates the collection of cost, scheduling, and performance elements from functional departments.
  • Performs financial modeling and analyses related to major proposals, including rate studies and analysis, business case development, cash flow analysis, NPV, and IRR.
  • Presents analyses and recommendations to leaders.
  • Researches and analyzes historical data, develops cost models to support proposal efforts, and determination of accuracy of functional estimates.
  • Participates in should-cost and pricing reviews with management and customer representatives.
  • Participates as a member of the contract negotiating team and interacts with DCAA/other audit agencies.
  • Initiates process improvements to enhance productivity and efficiency within pricing and estimating functions.
  • May provide day-to-day direction and guidance to less senior Proposal Analysts.
  • Develops, communicates, and implements Estimating and Pricing policies/procedures, and conducts monitoring and surveillance activities to ensure that the policies/procedures are being thoroughly and consistently implemented.
  • Possesses comprehensive written and oral communications skills to support proposal development activities, executive proposal reviews, fact-finding, and negotiations.
Requirements
  • Ability to obtain a security clearance (Secret)
  • Accounting, Finance, Economics, or Business-related degree
  • Strong Microsoft Office skills, including Excel
  • Experience with MFC Estimating Systems (EFS Proposal/Estimate) and development of prime proposals/MFC proposal processes, including previous fact-finding/negotiation experience at the prime contract level
  • Strong written and verbal communication skills
Desired Skills
  • Bachelor's degree from an accredited college in a related discipline, or equivalent experience/combined education, with 10 years of professional experience; or 8 years of professional experience with a related Master's degree
  • Experience with ProPricer
  • Ability to multitask in a fast-paced environment
  • Ability to lead proposal activity from RFP through negotiations/certification
  • Proactive self-starter
