Job Summary:

PCL Construction is seeking a skilled Preconstruction Manager to join our team. As a key member of our preconstruction team, you will be responsible for developing win and fee strategies for medium-to-large projects, leading the development of conceptual estimates and design-build bid submissions, and monitoring project design development to ensure control budget compatibility and constructability.

Responsibilities:

  • Develops win and fee strategies for medium-to-large projects and reconciles throughout the project.
  • Leads the development of conceptual estimates and design-build bid submissions with added complexity for key clients.
  • Develops strategies as a basis for submitting budget proposals to ensure PCL's and the client's interests are protected.
  • Monitors ongoing project design development and working drawings for control budget compatibility, completeness of drawings and details, constructability, life cycle issues, coordination, code compliance, trade-scope completeness, and cost.
  • Completes as-bid estimate and trade procurement strategy with operations team.
  • Develops strong working relationships based on trust and mutual respect with owner and design team.
  • Oversees multiple project estimates with multiple clients.
  • Advises management on strategic pursuit initiatives and opportunities.
  • Involved with project change management process and leads or supports change negotiations with owner or trade contractors.

Qualifications:

  • Postsecondary degree or diploma in engineering or a related discipline or trade experience or equivalent.
  • 10+ years of progressive experience in construction cost estimating, preferably executed multiple jobs on-site as a risk manager.
  • Successfully led a pursuit valued at $250+ million in delivery model hard bid/lump sum, construction management/cost reimbursable/target price, and design-build.
  • Experience working with highly complex pursuits.
  • Strong understanding of contract terms for various delivery models and identifies contract risks and opportunities.
  • Experience as a relationship and reputation manager in the area of promoting partnering and taking ownership of design and owner relationships.
  • Experience estimating multiple scopes and has a working knowledge of applicable products and systems.
  • Ability to identify and create opportunities (win strategies, enhance fee on projects being built).
  • Experience developing and implementing strategy to advance technology and innovation to products/techniques and estimate/preconstruction workflow.

Salary and Benefits:

The salary range for this position is between $145,000 - $189,000 per year based on experience and qualifications.
