Role Summary:
The Construction Oversight Specialist plays a vital role in supporting the Project Manager to ensure effective project supervision and execution. This is achieved by ensuring compliance with contract specifications through the interpretation of architectural drawings, monitoring on-site activities, and reporting to guarantee that the design objectives are fulfilled.
The specialist will take an active approach in keeping the Project Manager informed about significant construction developments, including project timelines, coordination challenges, budget-related matters, and instances of non-compliance.
Key Responsibilities:
Preconstruction Phase:
- Address pre-bid Requests for Information (RFIs) while collaborating with consultants, clients, and the construction team.
- Assist the Project Manager in preparing addenda.
- Support the Project Manager in bid analysis to ensure adherence to the overall project budget and identify suitable bid alternatives.
- Provide insights on potential Value Engineering opportunities.
Construction Phase:
- Respond to RFIs, coordinating with consultants, clients, and the construction team.
- Evaluate submittals against contract documents and specifications.
- Prepare Construction Change Directives (CCDs).
- Review deferred submittals in collaboration with consultants.
- Participate in weekly construction progress meetings.
- Document and distribute minutes from weekly construction meetings.
- Conduct weekly reviews of on-site work to ensure compliance with contract documents.
- Prepare and share Field Observation Reports detailing project progress and identifying any work that does not align with contract drawings.
- Address cost-related issues, including Potential Change Orders (PCOs) and change orders.
- Deliver exceptional client service by promptly addressing all client-related inquiries.
- Review and approve payment applications.
- Compile and distribute punch lists.
Post-construction Phase:
- Ensure resolution of outstanding items, including change orders and work not meeting contract specifications.
- Review closeout documentation, including Operation and Maintenance manuals and as-built drawings.
- Sign off on completed punch list items.
Required Skills and Experience:
- Ability to manage multiple projects concurrently.
- Strong organizational and time management skills.
- Valid driver's license and current automobile insurance.
- Proficient in Microsoft Word, Excel, Outlook, and Bluebeam.
- Familiarity with various project management software, including Primavera, Unifier, and Procore.
- Excellent communication skills for effective coordination within and between teams.
- Ability to take direction from senior team members and lead Construction Administration Assistants.
Educational Background:
- High school diploma or equivalent required.
- A degree in architecture or construction management is preferred.

Working Conditions:
This position is primarily office-based, with frequent site visits and outdoor work required.
