Position Overview

The Financial Management Supervisor is responsible for delivering comprehensive Financial Management (FM) Services related to Non-Appropriated Funds (NAF) operations. This role encompasses oversight of NAF Instrumentalities (NAFIs) across various categories, ensuring adherence to stringent funding guidelines.

Key Responsibilities
  • Act as the primary liaison between the Base Force Support Squadron (FSS) and the Financial Services Center (FSC), ensuring compliance with Generally Accepted Accounting Principles (GAAP) and relevant organizational policies.
  • Guarantee that all financial reporting activities are executed accurately and promptly, aligning with established financial standards and regulatory requirements.
  • Develop financial indicator reports that provide insights into operational performance, including ratios, trends, and forecasts.
  • Conduct thorough reviews of NAF Subsidiary Accounts and Financial Statements prior to monthly closures.
  • Implement the responsibilities outlined in the AF Services Financial Management System (AFSFMS) Users Guide.
  • Oversee the budgeting processes for NAF, including the preparation of income and expense reports, cash flow statements, and NAF Requirements Budgets (NRBs) for approval.
  • Monitor and reconcile construction project expenditures within FSS activities.
  • Create financial presentations as necessary.
  • Deliver quarterly financial analyses to relevant stakeholders by the specified deadlines.
  • Prepare and submit Capital Expenditure Budgets and Income and Expense Budgets at designated intervals.
  • Address and resolve any accounting discrepancies and reporting issues in collaboration with relevant parties.
  • Prepare General Ledger Adjustment Forms (GLAF) for necessary accounting modifications.
  • Provide comprehensive accounting support for reconciliation efforts across various programs.
Qualifications
  • Education/Certifications: A Bachelor's degree in accounting or finance is required; an MBA or CPA certification is highly preferred. Relevant experience may substitute for educational requirements.
  • Experience: A minimum of 3-5 years of supervisory or managerial experience in accounting is essential.
  • Skills: Proficient knowledge of automated financial systems is required, with specific familiarity with QuickBooks being advantageous.
  • Supervisory Responsibilities: This role includes management of a small team, overseeing general accounting responsibilities.
  • Working Conditions: The position may involve both indoor and outdoor environments, subject to varying conditions.
  • Physical Requirements: The role primarily involves sedentary work, with occasional requirements for lifting and movement.
