Job Summary:

We are seeking a highly skilled Financial Monitoring Lead to join our team at the Texas Department of Aging & Disability Services. As a key member of our financial compliance team, you will be responsible for conducting complex financial monitoring reviews of government, educational, non-profit, and for-profit entities contracted to administer various programs for the Health and Human Services Commission (HHSC).

Key Responsibilities:
  • Lead financial monitoring reviews of government, educational, non-profit, and for-profit entities throughout Texas, identifying financial non-compliance issues and recommending corrective actions.
  • Exercise initiative and independent judgment in designing review procedures to address unique issues specific to each contractor, analyzing input from program personnel, complaints, and preliminary review of documentation.
  • Gather, prepare, and organize working papers related to financial monitoring reviews, developing necessary financial summaries, schedules, and attachments to determine areas of compliance and/or non-compliance.
  • Prepare comprehensive formal financial monitoring reports detailing conclusions, findings, and recommendations, and follow up with necessary correspondence and documentation.
  • Provide technical assistance to contractors and HHSC program personnel on financial compliance, and participate in the development and/or modification of financial compliance policies and procedures.
Requirements:
  • Knowledge of complex accounting systems, journals, and source documentation required for compliance with contract language, state and federal regulations.
  • Ability to administer financial processes and systems, perform and interpret numerical analyses, and analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations.
  • Superior skills in Excel and/or other data base programs, and ability to communicate effectively orally and in writing.
Working Conditions:

This position works under minimal supervision with considerable latitude for the use of initiative and independent judgment. The ideal candidate will be able to lead a monitoring team, oversee the work of others, and train new staff.

Education and Experience:

A bachelor's degree in accounting, finance, or a related field, and at least 2 years of experience in financial compliance, auditing, or a related field. A master's degree or higher may be preferred.

Language:

This position requires proficiency in English, with the ability to communicate effectively in writing and orally.
