Position Overview: This role is a pivotal advancement in your career if you are eager to play a significant part in assessing and executing in-process evaluations and surveys of applications concerning examination quality. You will conduct a comprehensive analysis of skill levels and training requirements for Continuous Quality Improvement (CQI).

Key Responsibilities:

  • Recommend CQI initiatives to management and spearhead TC-wide CQI efforts.
  • Evaluate the quality of work produced within the Technology Center and serve as a technical expert on practices and procedures.
  • Act as a liaison to other areas related to quality issues.
  • Provide and oversee training for personnel within the Technology Center.
  • Analyze in-process reviews and data to identify quality-related trends and develop plans accordingly.
  • Stay informed about changes in laws and procedures relevant to the role.
  • Manage the distribution, collection, quality, and timeliness of all Special Law cases.

Qualifications:

You must possess a thorough understanding of patent applications and international applications, particularly those with issues arising from petitions. Additionally, you will prepare and sign specific decisions while referring others to the appropriate officials for signature. Participation in appeal and pre-appeal conferences, as well as signatory review panels, is also required.

Experience Requirements:

Specialized experience must be equivalent to at least the next lower grade level in federal service, demonstrating your ability to interpret and apply engineering and scientific principles relevant to technology evaluation. Knowledge in scientific and technical matters associated with the patent process in various fields such as biotechnology, pharmaceuticals, and engineering is essential.

This position requires full signatory authority and encompasses both paid and unpaid experience, including volunteer work that contributes to your competencies and skills. Education cannot substitute for specialized experience at this grade level.
