Position Overview:
This role is an excellent opportunity for individuals who are eager to take on a significant responsibility in assessing and executing in-process evaluations and surveys of applications related to examination quality. You will engage in a comprehensive analysis of skill levels and training requirements for Continuous Quality Improvement (CQI).

Key Responsibilities:
Your duties will include:

  1. Identifying and recommending CQI initiatives to management.
  2. Establishing, coordinating, and leading organization-wide CQI efforts.
  3. Evaluating the quality of outputs produced within the Technology Center.
  4. Serving as a technical expert and resource for practices and procedures.
  5. Acting as a liaison with other departments regarding quality matters.
  6. Providing and overseeing training for personnel.
  7. Analyzing in-process reviews and data for quality-related trends.
  8. Staying updated on changes in laws and procedures.
  9. Managing the distribution and quality of Special Law cases.

Qualifications:
Applicants must possess a comprehensive understanding of patent applications and international applications, particularly those with issues arising from petitions. You will be responsible for preparing and signing specific decisions and referring others for appropriate signatures. Participation in appeal and review panels is also expected.

Requirements:
To qualify, candidates must meet the specialized experience criteria, which includes:

  • Interpreting and applying engineering and scientific principles relevant to technology evaluation.
  • Planning and conducting research in applicable fields.
  • Demonstrating knowledge of scientific and technical matters related to the patent process.

Additional Information:
This position requires full signatory authority and encompasses both paid and unpaid experience, including volunteer work. Educational qualifications cannot substitute for specialized experience at this level.

Work Environment:
This role is part of a public trust position and involves a moderate risk level designation. Background investigations may be required upon selection.
