Position Overview
This role is a pivotal career advancement opportunity for individuals who aspire to take a significant part in assessing and executing in-process evaluations and surveys of applications related to examination quality. The position involves a comprehensive analysis of skill levels and training requirements aimed at fostering Continuous Quality Improvement (CQI).

Key Responsibilities
As a leader in this role, you will be adept at:

  • Evaluating the quality of outputs produced within the Technology Center.
  • Serving as a technical authority and resource for practices and procedures.
  • Acting as a liaison to various departments concerning quality-related matters.
  • Providing and overseeing training for personnel within the Technology Center.

You will utilize your expertise to analyze in-process evaluations and other data to identify quality-related trends and strategies. Staying informed about changes in regulations and procedures is essential, as is managing the distribution and collection of Special Law cases to ensure quality and timeliness.

Qualifications
Applicants must possess a comprehensive understanding of patent applications and international applications, particularly those involving petitions to the Commissioner. Responsibilities also include preparing and signing specific decisions and referring others for appropriate signatures. Participation in appeal and pre-appeal conferences, as well as signatory review panels, is expected.

Requirements
Applicants must meet the qualifications set forth by the United States Office of Personnel Management (OPM) for the advertised position, including specialized experience and educational requirements. Specialized experience must be relevant and equivalent to at least the next lower grade level in federal service.

Specialized Experience
Experience must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position, particularly in:

  • Interpreting and applying engineering and scientific principles.
  • Planning and conducting research.
  • Utilizing appropriate references in relation to claimed inventions.

Knowledge in scientific and technical aspects associated with the patent process across various fields, including biotechnology, biomedical, pharmaceutical, materials engineering, mechanical, business methods, electrical, computer, physics, or chemical technologies, is required.

Additional Information
This position is classified as a Public Trust role with a moderate risk level designation. Background investigations may be required for selected candidates. All federal employees must have salary payments made via direct deposit to a financial institution of their choice.
