Job Overview

Strategic Analysis, Inc. is seeking a Science and Technology Policy Specialist to offer direct assistance to a specialized team within the Office of the Under Secretary of Defense for Policy (OUSD(P)). This team is responsible for formulating, coordinating, and executing specific policies within the Department of Defense (DoD) to tackle newly recognized and potential threats to personnel in the U.S. Military Services. The office collaborates with scientific and technical experts, various Components, and agencies throughout the DoD, while also engaging with coordination bodies across the U.S. government. The role will act as a bridge between the OUSD(P) and the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).

This position requires on-site presence at the Mark Center in Alexandria, VA, with a commitment of five (5) days per week and limited opportunities for telework.

Key Responsibilities:
  • Assist in the formulation of policy development initiatives, including drafting, editing, and coordinating across DoD Components and the Intelligence Community (IC).
  • Conduct independent research and analysis of existing and proposed departmental policy issuances, the National Defense Authorization Act, and other relevant materials. Develop and present recommendations based on findings.
  • Support the creation of correspondence and talking points.
  • Draft reports on policy initiatives and manage the coordination and adjudication of comments.
  • Generate programmatic materials necessary for position papers, reports, briefings, Congressional testimony, and inquiries from both internal and external stakeholders. Ensure document control and awareness of all actions.
  • Collaborate with counterparts in the OSD, Military Services, and IC to gather data, metrics, and other information utilized by senior DoD officials for strategic decision-making and to evaluate progress, collaboration, resource adequacy, and R&D coverage of capability gaps across the Department.
  • Support committees, working groups, and strategic communication efforts that enhance intradepartmental collaboration and interagency cooperation.
  • Act as an action officer for the OUSD(P) and serve as a liaison with OUSD(R&E) on the S&T line of effort.
Qualifications:

Clearance: TS/SCI is mandatory.

Education: A Bachelor's degree from an accredited institution in fields such as medicine, biology, neuroscience, toxicology, or other science and technology-related disciplines is required. At the discretion of the Government, specialized experience may be accepted in lieu of specific educational qualifications.

Experience/Skills:

  • A minimum of five (5) years of recent and relevant experience is preferred.
  • Experience in coordinating activities across various levels of the OSD, Services, and the Intelligence Community, with appropriate handling and communication of classified information.
  • Proven ability to lead projects from inception to completion with minimal supervision.
  • Capacity to adapt and prioritize in a rapidly evolving environment.
  • Proficient in technical research, policy coordination, writing, and briefing development.
  • Familiarity with DoD PPBE / POM processes and timelines.
  • Exceptional communication skills, including unstructured verbal interactions, briefings, and meeting facilitation.
  • Ability to work independently with both junior and senior staff in a distributed environment while maintaining a strong commitment to scheduled deliverables.
  • Proficiency in Microsoft Office Suite, including Word, PowerPoint, Excel, and SharePoint.
