About the Role

Teracore, a Service Disabled Veteran Owned Small Business (SDVOSB), is seeking a highly skilled professional to join our team as a C4ISR Enterprise Systems Portfolio Strategist. As a key member of our management consulting and information technology services firm, you will play a critical role in supporting our senior defense client in the strategy development, implementation planning, and acquisition, transition, and resource-related assessments for communications systems related to Command, Control, Communications, and Computer (C4) and Intelligence, Surveillance, and Reconnaissance (ISR) user segments, mission management, and ground infrastructure.

Key Responsibilities
  • Identify, analyze, and evaluate complex systems, policies, and processes to inform strategic decision-making.
  • Lead decision analysis for addressing complex DoD acquisition and investment problems, providing recommendations, and executing plans to optimize portfolio investments, and reducing enterprise risk.
  • Collaborate with cross-functional teams to integrate and incorporate information from multiple stakeholders into recommendations or decision materials.
  • Develop and maintain expertise in the DoD Adaptive Acquisition Framework (AAF), Joint Capabilities Integration and Development System (JCIDS), and Planning, Programming, and Budgeting, and Execution (PPBE) processes.
  • Provide expert technical advice and assistance for communications capabilities in Joint Service, allied, and coalition ISR programs and architectures.
Requirements
  • 7 years relevant experience and TS/SCI clearance.
  • Experience as a self-starter, effectively executing the action or staff officer role.
  • Experience with DoD use of, and governance for, satellite communications or wireless terrestrial communications systems or electromagnetic spectrum governance with C4ISR user segment, mission management, and ground infrastructure.
  • Experience with working as part of a cross-functional delivery team, integrating and incorporating information from multiple team members into recommendations or decision materials.
  • Knowledge of the DoD Adaptive Acquisition Framework (AAF), Joint Capabilities Integration and Development System (JCIDS), or Planning, Programming, and Budgeting, and Execution (PPBE) processes.
  • TS/SCI clearance.
  • HS diploma or GED and 7+ years of experience in an operational role with DoD or interagency partners, or Bachelor's degree and 3+ years additional experience, or Master's degree.
Desired Skills
  • Experience with implementing, modernizing, and transitioning C4ISR communications technologies.
  • Experience as an action officer or staff officer on OSD, Joint Staff, or Service/Agency-level headquarter staff including developing strategies, decision briefs, and information papers and analyzing policy documents.
  • Experience with delivering expert technical advice and assistance for communications capabilities in Joint Service, allied, and coalition ISR programs and architectures.
  • Experience with writing and synthesizing data from multiple sources into comprehensive technical documents that are easy to comprehend.
  • Experience with analytical activities for US government acquisition programs, including stakeholder requirements definition, requirements analysis, test and evaluation, trade studies, or architecture design for US government processes.
