Job Summary

The City of Greenville, NC is seeking a highly skilled Land Surveyor and Floodplain Management Specialist to join our Engineering Department. As a key member of our team, you will be responsible for performing field surveying work, providing engineering drafting for projects, and assisting with the administration of the City's flood damage prevention ordinance.

Key Responsibilities
  • Surveying and Related Functions
    • Perform surveying activities and related engineering work.
    • Oversee technical and professional personnel in land surveying activities, including boundary retracement, establishing property lines, right of way lines, and easement locations.
    • Establish horizontal and vertical control, topographic and plan metric mapping, construction surveys, and layouts.
    • Serve as Party Chief for the survey field crew.
    • Prepare various finished construction drawings and maps for City projects.
    • Prepare final plats, legal descriptions, and deed documents.
    • Perform legal research with respect to deed, recorded maps, tax records, and others.
    • Oversee surveying projects with outside consultants.
    • Make recommendations for equipment for inclusion in the Engineering Department budget.
  • Ancillary Functions
    • Administer the Encroachment Agreement process and maintain records of encroachments in the City right of ways and on City properties.
    • Administer the Street Closing and Dedications withdrawal process and maintain records of closed streets.
    • Deploy and maintain AutoCAD software programs as approved.
  • Floodplain Program Administration
    • Assist in the administration of the City's Flood Damage Prevention Ordinance by assisting the City Engineer in the daily implementation of local government flood loss reduction activities and any activities related to the National Flood Insurance Program (NFIP).
    • Maintain records and documents required to keep the community eligible to participate in NCIP and the Community Rating System (CRS).
    • Assist in the review of floodplain-related projects and activities.
    • Provide assistance with the review of updates to the Flood Insurance Rate Maps (FIRMs).
  • Assistance to City Staff
    • Assist the GIS Technician by developing and maintaining data layers, data sets, shape files, and metadata.
    • Create various maps as requested by various City departments.
    • Work with the IT Department to update and expand data sets, specifically the stormwater inventory.
Requirements
  • Education and Experience
    • Associate's degree in surveying or a related field.
    • Three years of progressive surveying experience.
  • Special Requirements
    • Licensed as a Professional Land Surveyor (PLS).
    • Certified as a Floodplain Manager (CFM).
    • Valid N.C. Class C Driver's License.
