Job Title: Staff Services Analyst

The Department of State Hospitals is seeking a highly skilled Staff Services Analyst to join our team. As a key member of our General Services Department, you will be responsible for coordinating procurement of goods, equipment, and services, as well as providing consultation and recommendations to department heads regarding procurement-related problems.

Key Responsibilities:
  • Coordinate procurement of goods, equipment, and services
  • Research and interpret procurement methods, assisting administration with the planning process to purchase goods and equipment meeting all federal and state statutes, along with DGS policies and procedures
  • Provide consultation and recommendations to department heads, designees, regarding actual and potential procurement-related problems, advising appropriate action for problem resolution based on the State Contracting Manuals and other governing agency materials
  • Generate and amend purchase orders (PO), purchase estimates, interagency purchase orders, sub-purchase orders, and printing requisitions to procure goods necessary for ASH operations
  • Oversee the functioning of the Communications Department
  • Contract evaluation, planning, consultation, analysis, and development
  • Prepare contract documentation, including Invitation for Bids, Scope of Work, licenses, insurance certifications, reference letters, and Certified Small Business and Disabled Veteran Business Enterprise Participation Goals Documentation for adherence to all the above regulations
  • Evaluate and determine the validity of all bidding and supporting documentation submitted by vendors
  • Assist the Department in other areas, including technical assistance, training, and reporting requirements
Requirements:
  • Be eligible for the Staff Services Analyst classification, either by passing the competitive State civil service exam, being transfer eligible, or being reinstatement eligible
  • Meet the minimum qualifications for the classification, which include a high school diploma or equivalent, or possession of a GED, or foreign high school diploma (translated and verified by an independent company), or unofficial college transcripts showing completion of at least 12 units of college credits
Working Conditions:

This position requires working within the Secured Treatment Area (STA).

Special Requirements:

Candidates must provide proof of meeting minimum qualifications, including a copy of their unofficial college transcripts, if applicable, along with their application (STD. 678).
