ROLE SUMMARY

This role encompasses a variety of field and office responsibilities, including customer service, technical support, site inspections, and minor plan evaluations under the supervision of the Building Official. Conducting field inspections necessitates a thorough review of authorized documents, accurate interpretation and application of established codes, assisting with reviews and proposed material assessments, and verifying materials and special inspection/testing outcomes to ensure adherence to the International Codes, as well as other relevant city, state, and federal regulations and standards. Duties are performed in both office and field settings, which may involve exposure to adverse weather conditions.

KEY RESPONSIBILITIES

  • Conduct inspections of construction projects to ensure compliance with all relevant codes, standards, specifications, and timelines.
  • Provide written documentation regarding inspection feedback, required corrections, and code interpretations.
  • Inspect buildings during the construction phase to confirm compliance with adopted building codes and other applicable municipal regulations, including non-structural code compliance related to life-safety, conventional framing, plumbing, mechanical systems, and accessibility.
  • Participate in Pre-Application Conferences and collaborate with other City personnel in responses for these conferences.
  • Serve as a resource for contractors, the general public, design professionals, and other stakeholders regarding code requirements, construction practices, inspections, and permitting processes.
  • Identify issues that can be resolved independently or require referral to senior staff; respond to inquiries or complaints via telephone or in writing as directed.
  • Prepare and generate various correspondence, technical documents, and statistical reports.
  • Maintain consistent and punctual attendance.
  • Perform additional duties as assigned.

ADDITIONAL DUTIES

  • Provide administrative support for permitting, including completeness determination, application processing, plan review, fee assessment and collection, and issuance of permits and Certificates of Occupancy.
  • Schedule building inspections.
  • Maintain and update project documentation and files, and revise permitting information in the tracking database.
  • Utilize various standard office equipment, including copiers, scanners, fax machines, and computers for data input and retrieval, as well as research.
  • Assist in creating public informational materials regarding building codes.
  • Perform the responsibilities of a building inspector as qualified and required.
  • Carry out other duties as assigned.

QUALIFICATIONS

Knowledge:

  • Understanding of principles, procedures, materials, and standard practices in building construction.
  • Familiarity with city, state, and federal codes and development regulations, policies, procedures, protocols, and standards governing inspections.
  • Knowledge of structural design principles, engineering mathematics, and records management.
  • Experience with permitting systems, plan review, and inspection processes.
  • Proficiency in electronic media, plan review, and Microsoft Office Suite (Excel, Word, PowerPoint); knowledge of Bluebeam is preferred.
  • Awareness of office practices, procedures, and equipment.

Skills:

  • Effective communication and relationship-building with staff, the general public, contractors, applicants, and other stakeholders, even in challenging situations.
  • Ability to comprehend and evaluate all aspects of construction, including engineering and structural reports, test data from special inspections, and interpreting and applying codes and regulations.
  • Capability to read and interpret complex construction plans, blueprints, designs, maps, diagrams, and related documents, identifying deficiencies or code violations during inspections.
  • Ability to provide recommendations regarding interpretations of city, state, and federal standards, ordinances, specifications, policies, and procedures.
  • Strong organizational skills to plan and execute tasks within established deadlines.
  • Proficient in preparing reports and correspondence as necessary.
  • Clear and concise communication skills, both verbal and written.
  • Ability to operate a motor vehicle to travel to job sites.
  • Maintain inspection documents, correspondence, and related files and records.
  • Work independently as well as collaboratively with others to achieve successful outcomes.
  • Handle a variety of tasks and responsibilities efficiently under time-sensitive conditions.
  • Manage multiple tasks simultaneously, including handling interruptions, to complete assignments in a timely manner.

EDUCATION AND EXPERIENCE:

  • High school diploma or GED equivalent, and
  • Specialized training or experience in building construction trades, building technology, building inspection, engineering, architecture, or construction management, preferably in a public agency.
  • A minimum of four (4) years of related experience, including at least four (4) years of inspection experience; or
  • An equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities to perform the duties of this position.

CERTIFICATIONS:

  • Valid Washington State Driver's License with a clean driving record.
  • ICC Commercial and Residential Inspection Certification required upon hire.
  • Additional ICC certifications may be required based on future needs of the City.

PHYSICAL REQUIREMENTS:

  • Clear speech and hearing capabilities to understand verbal instructions and communicate effectively in person and by phone.
  • Visual acuity to comprehend written instructions, technical documents, and plans in both office and field environments.
  • Manual dexterity to operate standard office equipment, including personal computers and calculators.
  • Physical ability to work in an office setting and perform field inspections at construction sites in various weather conditions.
  • Ability to stop, bend, walk, crawl, push, pull, lift, and carry up to 20 pounds, working indoors and outdoors in inclement weather, and in confined spaces that may be noisy. Exposure to hazards is common, including direct sunlight, dust, pollen, pesticides, insecticides, and fumes.
