Job Title: Assistant Director - Human Resources Executive

Job Summary:

The City of Houston is seeking a highly skilled and experienced Assistant Director - Human Resources Executive to join our team. As a key member of our Human Resources department, you will be responsible for overseeing the day-to-day operations of our Risk Management Division, including the City's Occupational Health and Safety Program and the Workers' Compensation Program.

Key Responsibilities:

  • Oversee the development and implementation of relevant policies and procedures in line with up-to-date work-related laws, including the ADA, the Family and Medical Leave Act, and any other relevant state laws and company benefit plans.
  • Coordinate the preparation, implementation, and monitoring of the budget and expenditures.
  • Examine, interpret, and report results of analytical initiatives to stakeholders in leadership, technology, sales, market, and product teams.
  • Act as liaison to other departments, government agencies, and the private sector.
  • Lead cross-functional projects using advanced data modeling and analysis techniques to discover insights that will make strategic decisions and uncover optimization opportunities.

Requirements:

  • Bachelor's degree in Business Administration, Public Administration, or a closely related field.
  • Seven years of directly related professional experience in Human Resources or a closely related field, with at least three of those years in a managerial capacity.
  • Valid Texas driver's license and compliance with the City of Houston's policy on driving.

Preferred Qualifications:

  • Master's degree in Risk Management or Occupational Safety and Health.
  • Knowledge of general liability, employment liability, environmental liability, self-insurance programs, and Worker's Compensation claims administration (Texas), and other applicable insurance statutes and codes required.
  • Knowledge of Occupational Safety and Health Administration (OSHA) principles and practices, to include procedure conducting on-site safety inspections required.
  • Possession of relevant designations such as Certified Safety Professional (CSP), Associate in Risk Management (ARM), Certified Risk Manager (CRM), RIMS-Certified Risk Management Professional (RIMS-CRMP) are beneficial.
