About National Community Investment Fund (NCIF): NCIF is a national nonprofit Community Development Financial Institution (CDFI) established in 1996, dedicated to enhancing access to responsible financial products and services in underserved areas. Our focus is on generating positive impact across various dimensions, including economic opportunity, racial equity, and environmental sustainability. With total assets under management of approximately $228 million, including a balance sheet of $62 million and $166 million in New Markets Tax Credits (NMTC) allocations, NCIF operates through several complementary business lines:

  1. Equity Investments: We engage in investments and lending with mission-driven financial institutions, including CDFI banks and minority banks, utilizing equity, debt, and deposit investments. NCIF stands as the largest investor in CDFI banks, with stakes in 17 institutions, representing over 10% of the sector. We selectively invest in mission-aligned financial and green technology firms.
  2. New Market Tax Credit Deployment: With $401 million in NMTC allocations, we deploy these resources into both nonprofit and for-profit impact-oriented operating companies and real estate projects, such as healthcare facilities and educational institutions.
  3. Lending Initiatives: NCIF is developing a loan portfolio aimed at supporting businesses, housing, education, healthcare, and other mission-aligned sectors. We are launching a platform to originate and syndicate loans within the NCIF Network of Banks and have initiated lending to projects focused on greenhouse gas reduction that align with EPA goals, including net-zero buildings and alternative energy sources.
  4. Impact Measurement: This is the cornerstone of NCIF's operations, underpinning all our business lines. We pioneered the use of Social Performance Metrics and are advancing a Large Language Model/Generative AI-based Data Analytics Platform to attract additional capital to the sector.

Position Overview: As NCIF embarks on its next growth phase, we are seeking a distinguished executive to join our fund management team. The Vice President of Lending and NMTC will play a pivotal role in driving NCIF's growth and enhancing its impact while building upon our lending and investment initiatives. Key responsibilities include:

  1. Originate, structure, underwrite, and finalize a pipeline of low-risk, high-impact commercial loans, potentially utilizing NMTC, LIHTC, or other government programs in collaboration with NMTC CDEs and housing lenders.
  2. Deploy NCIF's NMTC allocations in real estate and business operating loans.
  3. Prepare credit memoranda, manage assets from inception to exit, and ensure compliance with credit standards.
  4. Collaborate with the NCIF team to raise private capital and prepare grant applications for various funding programs.
  5. Contribute to the development of NCIF's business strategy with a focus on growth and impact measurement, including new lending and investment programs.
  6. Represent NCIF in external engagements with potential and existing partners.
  7. Mentor junior team members in technical credit skills and partnership development.
  8. Enhance NCIF's systems, processes, credit standards, and impact measurement efforts to positively influence low-income communities.

Candidate Profile: The ideal candidate will possess a profound commitment to community and economic development, along with the following qualifications:

  1. A passion for enhancing community well-being and economic opportunities.
  2. Over 10 years of experience in lending, credit risk management, or capital markets, preferably within a bank or CDFI.
  3. Familiarity with NMTC deployment, Low Income Housing Tax Credits, and structuring loans through government programs.
  4. Extensive experience in business development and relationship management.
  5. Strong skills in credit analysis, structuring, underwriting, and portfolio management.
  6. Experience in commercial real estate and lending, including loan participations and co-lending.
  7. A self-starter with the ability to build strong relationships through transparency and collaboration.
  8. Creative thinking and flexibility in enhancing the impact of NCIF and its partners.
  9. A growth-oriented mindset with enthusiasm for business development.
  10. Ability to represent NCIF externally as a relationship manager.
