National Community Investment Fund (NCIF) is a nonprofit organization and impact investor established in 1996, dedicated to enhancing access to responsible financial products and services in underserved communities. With a focus on generating positive impact across economic opportunity, racial equity, and environmental sustainability, NCIF manages approximately $228 million in total assets, including a balance sheet of $62 million and $166 million in New Markets Tax Credits (NMTC) allocations.

NCIF operates through several key business lines:

  1. Equity Investments: We provide equity, debt, and deposit investments to mission-driven financial institutions, including CDFI banks and minority banks. NCIF is the largest investor in CDFI banks, with investments in 17 institutions, and selectively invests in mission-aligned financial and green technology companies.
  2. New Market Tax Credit Deployment: With $401 million in NMTC allocations, we deploy these resources into nonprofit and for-profit operating companies and real estate projects, such as healthcare facilities and educational institutions.
  3. Lending: NCIF is developing a loan portfolio aimed at supporting businesses, housing, education, healthcare, and other mission-aligned sectors. We are launching a platform to originate and syndicate loans among our network of banks and have initiated lending for greenhouse gas reduction projects aligned with EPA goals.
  4. Impact Measurement: This is central to NCIF's operations, supporting all business lines. We have pioneered the use of Social Performance Metrics and are developing a Generative AI-based Data Analytics Platform to attract additional capital to the sector.

As NCIF enters a new growth phase, we are seeking a highly qualified executive to join our fund management team and enhance our lending and investment efforts. The Vice President of Lending and NMTC will be tasked with:

  1. Originating, structuring, underwriting, and finalizing a pipeline of low-risk, high-impact commercial loans, utilizing NMTC, LIHTC, and other government programs in collaboration with NMTC CDEs and housing lenders.
  2. Deploying NCIF's NMTC allocations in real estate and business operating loans.
  3. Preparing credit memoranda, managing assets from inception to exit.
  4. Collaborating with team members to raise private capital and prepare grant applications for various funding programs.
  5. Contributing to the development of NCIF's business strategy focused on growth and impact measurement, including new lending and investment programs.
  6. Representing NCIF externally with potential and existing partners.
  7. Mentoring junior team members in technical credit skills and partnership development.
  8. Enhancing NCIF's systems, processes, credit standards, and impact measurement efforts to positively affect low-income communities.

The ideal candidate will possess a strong commitment to community and economic development, with the following qualifications:

  1. A passion for community and economic development.
  2. Over 10 years of experience in lending, credit risk management, or capital markets, preferably within a bank or CDFI.
  3. Familiarity with NMTC deployment, Low Income Housing Tax Credits, and structuring loans through government programs.
  4. Extensive experience in business development and relationship management.
  5. Strong skills in credit analysis, structuring, underwriting, and portfolio management.
  6. Experience in commercial real estate and lending, including loan participations.
  7. A self-starter with the ability to build strong relationships internally and externally.
  8. Creativity and flexibility in increasing the impact of NCIF and its partners.
  9. A growth mindset and entrepreneurial approach to business development.
  10. Ability to represent NCIF as a relationship manager and speaker at conferences.
