Position: Programmer Analyst Specialist (GIS Analyst)
Location: Remote with Hybrid Schedule
Compensation: $105,000 annually plus benefits

Position Summary:
This hybrid role requires candidates to possess a strong foundation in GIS technology and IT skills. The successful candidate will collaborate closely with the DEVA IT GIS Utility Network (UN) Teams to develop effective solutions that enhance the utility of GIS UN within DEVA and contribute to the evolution of the UN solution. Additionally, the role involves promoting the use of Esri technology to support configuration development across Desktop, Mobile, and Web platforms.
Key Responsibilities:
  • Collaborate with IT & GIS UN Teams to translate requirements into GIS technology-driven solutions utilizing Esri's enterprise GIS technology.
  • Gather, organize, and prepare use case requirements, objectives, and workflows for meaningful design, build, and test plans.
  • Analyze and interpret business and technical challenges, distilling them into manageable solutions or tasks.
  • Provide expert GIS technical guidance and support.
  • Lead project teams through the phases of requirements gathering, analysis, design, build, and rollout.
  • Assist external DEVA subcontractors with their requirements and tasks.
  • Manage relationships and project expectations with subcontractors and GIS Engaged Providers.

Qualifications:
  • Proven experience applying GIS technology within the electric and gas utilities sector.
  • Expertise in electric and gas utilities, including distribution and transmission systems.
  • Experience with Esri products (Pro, Online, Portal, ArcGIS Utility Network) to address complex business challenges.
  • Familiarity with desktop, client/server, and Internet applications and architectures.
  • Understanding of RDBMS and geodatabase design principles.
  • Demonstrated experience in managing GIS data frameworks within electric and gas utilities.
  • Knowledge of software development methodologies.
  • Experience integrating ArcGIS with utility enterprise systems, such as asset management and outage management systems.
  • Comprehensive understanding of utility workflows and their application through GIS.
