Job Summary

The Property Management Supervisor is responsible for overseeing the single adult continuum affordable housing portfolio, providing hands-on property management services, and supervising one property manager on the team. This role requires a strong understanding of 12-step recovery programs and experience working with homeless or disadvantaged populations.

Key Responsibilities

  • Oversee the single adult continuum of affordable housing in the Metro West region, providing hands-on property management services to over 140 units of affordable housing.
  • Recruit and select tenants in accordance with program regulations and funding, verifying income, references, and CORI checks.
  • Lead the Metro West Housing & Property Management team and work as a partner with the Program Director Supported Housing to ensure program stability and client progress.
  • Manage operational and fiscal activities, including staffing levels, budgets, and financial goals.
  • Recruit, manage, develop, and evaluate staff, providing timely mentoring, training, and performance management.
  • Attend regional meetings representing the SMOC Housing Metro West continuum.
  • Work to ensure all supportive housing activities provide and motivate clients to enhance their chances of recovery from addictions, improving quality of life and independence.
  • Conduct and ensure house meetings are being held at properties.
  • Monitor and ensure occupancy and rental income objectives are met by evaluating account receivables, rental collections, evictions, referrals, and other occupancy-related matters.
  • Work to integrate new buildings into the Housing Continuum.
  • Work alongside Property Managers to ensure properties are at full capacity and operating effectively.
  • Participate in staff meetings and Common Ground Resource Center team meetings.
  • Ensure staff compliance with various funding sources.
  • Monitor and update databases, including ETO and Octopia.
  • Ensure maintenance items are reported to SMOC Housing in a timely fashion.
  • Represent SMOC Housing in housing district court as needed.
  • Make referrals to other SMOC programs as appropriate.
  • Submit required documentation to the Housing Office in a timely manner.
  • Responsible for rent collection, security deposits, evictions, dealing with tenant issues, and annual inspections.
  • Provide emergency backup evenings and weekends.
  • Engage clients by understanding and addressing their needs, whether within or outside the scope of the specialty.
  • Attend and participate in engagement team meetings, follow up with client service plans, and communicate effectively with clients and staff in other specialty areas.
  • Ensure compliance with program/department, agency, and/or funder requirements, as well as SMOC policies and procedures.
  • Other duties as assigned.

Requirements

  • Bachelor's degree required plus related experience.
  • Previous experience working with homeless or disadvantaged populations.
  • Minimum 2 years prior management experience required, preferably in a decentralized environment.
  • Knowledge of 12-step recovery program.
  • Excellent written and oral communication skills.
  • Strong computer skills, including experience with Word and Excel.
  • Valid Mass. Driver's license, reliable transportation, and meet insurance standards.
  • Strong organizational and interpersonal skills.
  • Ability to act independently and carry out assigned duties as required.
  • Demonstrated ability to work with diverse groups in various settings.

Working Conditions
Regular travel occurs to residential properties without elevators. Night and weekend coverage may occur. As part of the responsibilities of this position, the Regional Property Manager will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services.
