Job Objective: Engage in advanced purchasing and procurement activities for the Administration Division at the Texas Historical Commission (THC). Responsibilities include the acquisition of goods, equipment, and services in accordance with established guidelines, regulations, and laws. Operate under general supervision, exercising moderate discretion and independent judgment.

Essential Duties:

  • Manage requisitions and procure merchandise, supplies, and equipment, including the initiation and approval of emergency purchases while adhering to guidelines and regulations.
  • Facilitate procurement card (ProCard) transactions.
  • Prepare and scrutinize bids and orders to ensure accuracy and compliance with specifications.
  • Evaluate and summarize bids to identify the most advantageous offers.
  • Coordinate and disseminate bid invitations to vendors.
  • Ensure compliance with legal and regulatory purchasing requirements.
  • Monitor contractor performance and assist in resolving procurement-related issues.
  • Oversee the receipt, storage, and distribution of purchased items.
  • Maintain accurate records of requisitions and purchase vouchers.
  • Assist in the preparation of necessary purchasing reports.
  • Keep vendor files and contracts updated.
  • Support agency personnel in navigating the purchasing process.
  • Adhere to a consistent work schedule with regular attendance.
  • Comply with THC safety protocols and ethical standards.

Non-Essential Duties:

  • Perform additional tasks as assigned.

Qualifications:

  • Graduation from a four-year college or university (one year of relevant experience may substitute for one year of education).
  • Experience in the procurement of goods and services within a governmental agency.
  • Certification as a Texas Procurement Manager (CTPM) or Texas Contract Developer (CTCD).
  • Valid driver's license and acceptable driving record.
  • Willingness to travel up to 10% of the work period.

Preferred Qualifications:

  • Graduation from an accredited four-year college or university.
  • Experience in procurement within a Texas state agency using the Centralized Accounting and Payroll/Personnel System (CAPPS).
  • Experience with procurement card (ProCard) transactions.

Knowledge, Skills, and Abilities:

  • Understanding of purchasing and procurement methodologies, contracting regulations, and negotiation techniques.
  • Strong verbal and written communication skills.
  • Effective critical thinking and problem-solving abilities.
  • Proficiency in personal computer applications, including word processing and spreadsheet software.
  • Ability to deliver exceptional customer service to internal and external stakeholders.
  • Capability to assess contracts and provide recommendations for future actions.
  • Ability to evaluate bids and maintain effective vendor relationships.
  • Capacity to train others and maintain confidentiality.
  • Ability to manage multiple tasks in a fast-paced environment while paying attention to detail.

Environmental/Physical Conditions: The role requires extended periods of computer use and may involve occasional extended hours, including evenings and weekends. The work environment is primarily office-based, with potential exposure to common allergens. The position necessitates regular in-office attendance, with possible future approval for remote work based on performance.
