Job Summary:
As a Senior Legal Assistant III with the Texas Department of Aging & Disability Services, you will perform highly complex legal assistant work for the Chief Counsel Division of the Office of Inspector General. Your primary duties will involve reviewing, researching, analyzing, and evaluating investigative findings in complex cases involving health care provider fraud, waste, and/or abuse in the Medicaid system and other health and human services programs.

Under the direction of a Litigation Attorney, you will make recommendations as to whether the Litigation Section should pursue administrative actions against health care providers. You may also serve as a team lead and train other personnel.

You will work under limited supervision of the Chief Counsel Office Manager, with considerable latitude for the use of initiative and independent judgment within the scope and parameters determined by the Director of Litigation.

Key Responsibilities:
1. Manage a large caseload of active matters, reviewing files, including complex investigations and referrals from the Office of the Attorney General's Medicaid Fraud Control Unit (MFCU), regulatory authorities, and other sources, and making recommendations as to whether the Litigation Section should pursue administrative actions such as recoupment of overpayment, contract cancellation or termination, and provider exclusion.
2. Review and analyze providers' requests for reinstatement, determining whether reinstatement is appropriate.
3. Conduct factual, statistical, documentary, and investigatory research to fully develop the issues of a case, researching and analyzing legal sources such as statutes, case law, rules and regulations, procedures, administrative records, legislative histories, opinions, articles, treatises, and abstracts.
4. Communicate with providers, state and federal agency personnel, courts, and program areas of the Office of Inspector General and Texas Health and Human Services.

Requirements:
1. Knowledge of legal terminology, state and federal laws, rules, and regulations, research methods and techniques, and administrative agency and court procedures.
2. Ability to gather, evaluate, and analyze facts from medical and legal documents.
3. Skill in conducting research and interpreting findings in the medical and/or legal field.
4. Skill in performing research using resources including, but not limited to Westlaw, LexisNexis Accurint, PACER, agency and court case management systems, and legislative reference sources.
5. Ability to perform research using resources including, but not limited to systems and databases maintained by the Centers for Medicare & Medicaid Services (CMS), Texas Medicaid & Healthcare Partnership (TMHP), U.S. Department of Health and Human Services (HHS), Texas Health and Human Services, and licensing authorities.
6. Skill in communicating effectively orally and in writing and in presenting information.
7. Skill in drafting, proofreading, editing, formatting, and finalizing documents.
8. Proficiency in use of computer software applications including, but not limited to Microsoft Office (Outlook, Word, Excel, PowerPoint, SharePoint, and Teams), Adobe Acrobat Pro, and database programs.
9. Ability to use common office equipment including, but not limited to computers, printers, copiers, scanners, and audio-visual systems.
10. Ability to organize work, prioritize time, and manage multiple deadlines.
