REPORTS TO: GENERAL MANAGER OF TELECOMMUNICATIONS

POSITION SUMMARY:

This role entails providing administrative support by executing intricate bookkeeping functions for Waterloo Fiber. The position operates under the general supervision of the General Manager of Telecommunications, allowing for significant autonomy in decision-making and initiative.

KEY RESPONSIBILITIES:

  • Compile and assess financial documents, including balance sheets, income statements, and cash flow reports.
  • Engage in financial forecasting, budgeting, and variance analysis to aid in strategic business planning.
  • Deliver precise and timely financial reports to management.
  • Oversee daily accounting operations, including accounts payable, accounts receivable, and general ledger management.
  • Reconcile bank accounts, credit card statements, and other financial records.
  • Ensure adherence to accounting standards, company policies, and applicable regulations.
  • Lead the month-end and year-end closing activities to guarantee the accuracy and completeness of financial data.
  • Prepare and post journal entries and necessary adjustments.
  • Assist with tax preparation and compliance, collaborating with external tax consultants as required.
  • Support the facilitation of annual audits and ensure compliance with audit requirements.
  • Contribute to the development of an annual budget for the utility and submit it to the appropriate state authorities.
  • Identify and implement improvements to financial processes to enhance operational efficiency.
  • Participate in the enhancement and implementation of accounting systems and tools.
  • Address payroll issues, prepare payroll taxes and reports, and implement new practices under the guidance of the general manager.
  • Administer the employee benefits program.
  • Communicate effectively with the public, vendors, leadership, and colleagues both in person and via telephone.
  • Manage the procurement of office supplies and oversee the maintenance of minor office equipment.

QUALIFICATIONS:

To excel in this role, candidates must demonstrate the ability to perform each essential duty effectively. The following qualifications are necessary:

  • Associate degree in accounting, finance, or a related field is preferred, or an equivalent combination of education and experience.
  • A minimum of 4 years of accounting experience, with a focus on financial reporting and analysis.
  • Prior experience in an accounting role within a public entity is advantageous.
  • Strong understanding of US Generally Accepted Accounting Principles (GAAP).
  • Proficiency in accounting software (e.g., QuickBooks) and Microsoft Excel.

REQUIRED SKILLS AND ABILITIES:

  • Comprehensive knowledge of accounting principles, methods, and practices; familiarity with laws and regulations governing municipal financial matters.
  • Ability to classify fiscal data accurately and prepare complex financial statements.
  • Strong analytical skills for prioritizing tasks and balancing routine financial transactions.
  • Capability to process large volumes of numerical data efficiently.
  • Effective communication skills for conveying technical ideas clearly, both verbally and in writing.
  • Ability to interpret and ensure compliance with federal, state, and local regulations.
  • Proficient in general office services, including using word processing and spreadsheet software.
  • Ability to foster positive working relationships with the public, government officials, and colleagues.
  • Self-motivated and detail-oriented, capable of working independently.
  • Consistent attendance and punctuality in the workplace.

WORK SCHEDULE:
