Collegewide Fiscal Administrative Officer

The Collegewide Fiscal Administrative Officer is responsible for overseeing all daily accounting and auditing functions, financial reporting, and fiscal record keeping. This position also involves the development, modification, and implementation of financial controls. The incumbent will plan, coordinate, and supervise Office of the President accounting staff, providing expertise in functional areas of operation and associated business processes.
Key Responsibilities- Responsible for all accounting and auditing functions, financial reporting, and fiscal record keeping.
- Develops, modifies, and implements financial controls to ensure compliance with federal, state, and agency rules, regulations, policies, and procedures.
- Plans, organizes, directs, and implements financial systems and procedures through a unit of subordinate fiscal professionals, paraprofessionals, and administrative support staff.
- Provides fiscal management information, reports, and briefings to top agency management, fiscal representatives from other State of Delaware agencies, or federal grant agencies.
- Serves as the fiscal lead on major Collegewide grants, performing grants management functions, reviews, and financial aid support.
- Provides counsel, direction, and training to campus staff concerning fiscal policies and procedures to ensure Collegewide consistency and preclude delays in processing and to resolve discrepancies, deficiencies, accounting errors, etc.
- Maintains documents, contracts, files, and other applicable documents in storage for use in reconciliations, reports, and audits.
- Trains, supervises, and evaluates employees within the Office of the President accounting staff, establishing departmental policies and coordinating daily activities.
The ideal candidate will possess a Bachelor's degree in a relevant field and four (4) years of accounting experience, including experience in governmental accounting and the interpretation and application of federal and state laws, rules, and regulations.
The candidate should have excellent organization, interpersonal, and communication skills, as well as critical and analytical thinking skills. They should also be able to interpret and forecast budgets, establish and maintain effective working relationships with individuals in state, local, and federal government agencies and the public.
