Position Overview:

This role encompasses responsibilities associated with the Division of Public Health Licensing Services, specifically within the Bureau of Long-Term Care Facilities. The incumbent will assist in the issuance of licenses to healthcare facilities and providers, ensuring that all licenses remain current through rigorous compliance with relevant regulations. The position involves conducting initial and annual recertification inspections of healthcare institutions to assess adherence to applicable standards. Additionally, the supervisor will oversee quality assurance systems by monitoring documentation, corrective measures, and other quality metrics.

Key Responsibilities:

- Facilitate the licensing process for healthcare facilities and providers, ensuring compliance with all regulatory requirements. Conduct thorough inspections and evaluations of healthcare institutions to confirm adherence to standards.
- Manage and lead subordinate staff, including task assignments, priority setting, recruitment, disciplinary actions, training, leave approvals, and performance evaluations.
- Engage with the regulated community and regulatory bodies, addressing technical inquiries from licensees, developing operational standards, and participating in rule-making processes. Provide essential technical support to both providers and consumers.
- Oversee quality management systems by tracking documentation and corrective actions, while generating standard and ad hoc reports, templates, and performance metrics.
- Perform additional duties as assigned, typically comprising 5% - 10% of responsibilities.

Required Knowledge, Skills & Abilities:

Knowledge of:
- Federal regulations and state-specific statutes related to licensed facilities and providers.
- Fundamental principles of facility management and operational practices.
- Performance Management (PM), Continuous Quality Improvement (CQI), and Lean methodologies.

Skills in:
- Analyzing and interpreting professional literature and regulatory guidelines.
- Strong oral and written communication, analytical, interpersonal, organizational, and educational skills.

Ability to:
- Adapt to changing priorities and engage in problem-solving.
- Work autonomously and conduct thorough reviews.
- Analyze data and produce compliance reports while fostering an inclusive work environment.

Preferred Qualifications:

A minimum of a Bachelor's degree coupled with three or more years of experience as a surveyor or compliance officer, or in management/project management. Preference will be given to candidates holding a professional license valid in the State of Arizona or proof of eligibility for reciprocity of an out-of-state license.

Pre-Employment Requirements:

A valid driver's license and the ability to travel statewide are mandatory. Candidates must possess or apply for a level one fingerprint clearance card within a specified timeframe upon employment. Additional certifications must be obtained within two years of hire.
