Position Overview: We are currently seeking a Financial Analyst to join our team. This role is crucial for the analysis, estimation, and pricing of both government and commercial contracts. The successful candidate will engage in soliciting subcontractor pricing, developing detailed labor and material estimates, and constructing cost models. Responsibilities also include reviewing Performance Work Statements (PWS) and Scopes of Work (SOW) to formulate subcontracting requirements, soliciting bids, evaluating proposals, and recommending subcontractors for RFP submissions.

Key Responsibilities:

  • Examine PWS/SOW documents from clients to ensure accuracy and clarity, formulating inquiries as necessary.
  • Extract detailed asset information from solicitations to create comprehensive labor estimates.
  • Develop pricing strategies in response to client RFPs, utilizing both internal and external estimating resources.
  • Coordinate with vendors to track progress, record pricing data, and submit findings to relevant contract sites or business development teams.
  • Identify and engage with local and national vendors for subcontracted services.
  • Analyze vendor operations to assess pricing factors and recommend alternatives to optimize costs.
  • Foster and maintain relationships with a network of vendors.
  • Schedule site visits with business development teams or local contract sites when applicable.
  • Generate workload estimates, pricing models, and labor estimates to support staffing solutions for projects.
  • Prepare and analyze benchmarking data to inform labor and material cost structures for preventative maintenance.
  • Review task analyses from government solicitations to aid in labor staffing strategies.
  • Estimate total labor hours required by skill set in collaboration with operations and business development subject matter experts.
  • Evaluate vendor quotes for accuracy and compliance.
  • Participate in meetings related to assigned projects with business development teams.
  • Emphasize the inclusion of small businesses in subcontracting opportunities.
  • Compile reports, plans, recommendations, and budgetary information as needed.
  • Perform additional duties as assigned.

Qualifications:

  • A degree in Engineering, Finance, Economics, or Business is preferred, with 1 to 4 years of relevant experience in facilities maintenance and repair pricing. Alternatively, 5 to 10 years of equivalent experience may be considered.
  • Proficiency in Excel, along with strong written and verbal communication skills, and meticulous attention to detail.
  • Ability to work effectively under pressure and meet tight deadlines while maintaining professionalism.
  • Willingness to work extended hours as necessary to complete projects.
  • Experience in estimating within facilities operations or mechanical/electrical service industries is advantageous.
  • Familiarity with RS Means is a plus.
  • Knowledge of facilities maintenance, repair, and construction principles is beneficial.
  • Field experience in facilities maintenance or construction is an asset.
  • Capability to plan, organize, and execute work assignments independently across multiple projects.
  • Creative problem-solving skills to develop unique solutions during the RFP process.
  • Effective communication skills, both written and oral.
  • Ability to interact tactfully and equitably with diverse individuals.
