Job Overview

SUMMARY

Under the guidance of the General Manager, the primary responsibilities include assisting in both short-term and long-term transit strategy and reporting initiatives aligned with organizational objectives, as well as overseeing the Special Programs division of the agency.

KEY RESPONSIBILITIES

The following duties are essential. Additional responsibilities may be assigned as needed:

  • Conducts and implements transit-related research, such as stop assessments, route evaluations, and operational studies.
  • Identifies potential funding sources, including the preparation and submission of Federal and State grant proposals, while participating in data reporting and ensuring adherence to grant conditions throughout project execution.
  • Oversees infrastructure assessments and implementations, develops both short-term and long-term transit development strategies, and facilitates public engagement initiatives.
  • Drafts comprehensive specifications for requests for proposals/quotes or invitations for bids to ensure compliance with procurement policies for professional services, technology, or capital acquisitions.
  • Creates and revises programs and plans as mandated by Federal and State regulations, including but not limited to the Transit Asset Management Plan, Public Transportation Agency Safety Plan, DBE Program, Title VI Program, and others as necessary.
  • Collects and analyzes key performance indicator data from various departments, verifies data accuracy, and prepares reports for the General Manager's review.
  • Manages technical studies for thorough operational analysis and project development.
  • Provides staff support to the technical and policy committees of the Metropolitan Planning Organization (MPO) and other local committees and boards.
  • Prepares technical memoranda and develops presentations on various topics as required.
  • Supervises and guides the Mobility, Safety, and Training leads to ensure program execution and full compliance.
  • May require occasional outside office hours for special events or training.
  • Performs other duties as assigned by the General Manager.

REPORTS TO: General Manager

SUPERVISES: Safety, Training, and Mobility units.

QUALIFICATIONS

To be successful in this role, an individual must be able to perform each essential duty satisfactorily. The qualifications listed below are representative of the knowledge, skills, and abilities required.   • Bachelor's degree in planning, Civil Engineering, or a related field from an accredited four-year institution; or two years of relevant experience and/or training; or an equivalent combination of education and experience.
  • Must possess a valid driver's license with a clean driving record.
  • AICP certification is preferred.
  • Proficient computer skills, including GIS software.
  • Able to manage multiple projects and priorities simultaneously.
  • Knowledge of 3C planning.
  • Demonstrated experience working effectively in cross-functional teams, requiring strong communication and interpersonal skills.
  • General understanding of the US transit industry and the regulatory requirements at federal, state, and local levels regarding public transit.

WORK ENVIRONMENT & SCHEDULE

  • In-house position.
  • Standard forty-hour work week with flexible office hours.
  • Weekends and holidays are off.
  • Occasional travel may be necessary.
  • Some outside hours may be required for special events, emergencies, and disasters.
