Transit Planning Specialist

SUMMARY
Under the guidance of the General Manager, the primary responsibilities include assisting in both short-term and long-term transit planning initiatives, along with reporting efforts that align with organizational objectives and analyzing associated impacts and costs. Additionally, this role oversees the Special Programs division within the agency.
KEY RESPONSIBILITIES
The following duties are essential to the role. Other responsibilities may be assigned as necessary:
- Conducts and implements transit-related studies, which may encompass stop surveys, route evaluations, and operational assessments.
- Identifies funding opportunities, including drafting and submitting Federal and State grant applications, and ensures compliance with grant requirements throughout project execution.
- Oversees infrastructure evaluations and the implementation of both short-term and long-term transit development strategies, as well as public engagement initiatives.
- Drafts comprehensive specifications for requests for proposals/quotes or invitations for bids, ensuring adherence to procurement policies for professional services, technology, or capital acquisitions.
- Updates and develops programs and plans in accordance with Federal and State regulations, including but not limited to the Transit Asset Management Plan, Public Transportation Agency Safety Plan, DBE Program, Title VI Program, and others as required.
- Collects and analyzes key performance indicator data from various departments, verifies data accuracy, and prepares reports for the General Manager.
- Manages technical studies aimed at comprehensive operational analysis and project development.
- Provides staff support to the technical and policy committees of the Metropolitan Planning Organization (MPO) and other local boards and committees.
- Prepares technical memos and develops presentations on a variety of topics as needed.
- Supervises and guides the Mobility, Safety, and Training leads to ensure program execution and full compliance.
- May require some work outside of regular office hours for special events or training.
- Other duties as assigned by the General Manager.
REPORTS TO: General Manager
SUPERVISES: Safety, Training, and Mobility units.
QUALIFICATIONS
To successfully perform this role, the individual must be capable of executing each essential duty satisfactorily. The following qualifications are representative of the knowledge, skills, and abilities required:
- Bachelor's degree in planning, Civil Engineering, or a related field from an accredited institution; or two years of relevant experience and/or training; or an equivalent combination of education and experience.
- Must possess a valid driver's license with a clean driving record.
- AICP certification is preferred.
- Proficient computer skills, including experience with GIS software.
- Able to manage multiple projects and priorities simultaneously.
- Knowledge of 3C planning principles.
- Demonstrated experience working effectively in cross-functional teams, requiring strong communication and interpersonal skills.
- General understanding of the US transit industry and the regulatory requirements at federal, state, and local levels regarding public transit.
WORK ENVIRONMENT & SCHEDULE
- In-house position.
- Standard forty-hour work week with flexible office hours.
- Weekends and holidays are off.
- Occasional travel may be necessary.
- Some outside hours may be required for special events, emergencies, and disasters.
