Job Summary

We are seeking a highly skilled Contract Manager to join our team in the Commonwealth of Virginia. As a key member of our organization, you will be responsible for managing the District Contract Administration Office, ensuring the efficient administration of construction, maintenance, and other roadway contracts.

Key Responsibilities
  • Manage the processing and approval of payment vouchers, analyzing errors and making corrections.
  • Verify information provided on vouchers and supporting documentation is accurate and complete.
  • Manage post-construction activities, including the preparation of final vouchers.
  • Utilize various computer systems to track and communicate the financial status of the construction program to the Project Controls Manager and District Construction Engineer.
  • Manage data entry into various VDOT databases, initiate contracts in the AASHTOware Project, and enter work orders, update project schedules, and enter additional items in AWP.
  • Develop and maintain various monthly reports associated with the management of the construction program.
  • Review work orders and force accounts for compliance and accuracy, audit charges to projects, and take necessary steps to correct discrepancies.
  • Develop and monitor consultant contracts for the Northern Virginia Construction Division, monitor and forecast allocated and future funding needs, and develop processes to ensure financial accountability and appropriate monitoring of contract expenditures.
  • Provide leadership and guidance in the delivery of contract administration services in the district, supervise staff in the performance of program tasks, and ensure compliance with construction activities related to program areas.
Requirements
  • Experience applying engineering construction principles and practices, highway construction processes, and quality assurance and quality control methods.
  • Experience applying state and federal standards related to highway construction, constructability review processes and practices, and problem resolution methods.
  • Experience with financial procedures related to construction, maintenance, and public contracting.
  • Ability to read and comprehend laws related to transportation as reflected in the Code of Virginia.
  • Skill in the use of computers and software applications, including automated financial and construction management programs.
Preferred Qualifications
  • Virginia Contracting Officers (VCO) Certification.
  • Skill in Excel and managing complex spreadsheets.
  • A combination of training, experience, or education in Business, Contract Administration, construction management, engineering, or related fields.
  • Experience applying supervisory principles and practices, including performance management.
