Program Officer for Foster Care Specialist

Global Refuge is seeking a highly skilled and experienced Program Officer for Foster Care to join our team. As a key member of our Children's Services department, you will be responsible for providing oversight and coordination of Foster Care programs to ensure holistic, culturally competent services for unaccompanied refugee and migrant children and their families.
Key Responsibilities:- Provide oversight and administration of Foster Care grants to network partner agencies, ensuring compliance with Global Refuge's cooperative agreement and ORR policies and procedures.
- Lead collaboration efforts with Foster Care partners engaged in service provision to unaccompanied migrant and refugee children, coordinating network activities, communication, and peer learning.
- Provide support and technical assistance to partners on issues related to service delivery, documentation, reporting, Global Refuge best practices, and federal obligations.
- Conduct ongoing desk and onsite monitoring to assess program functioning and compliance with State/ORR/Global Refuge standards, identifying trends and service gaps, and evaluating service models.
- Identify training needs and program challenges, developing materials, resources, and tools to enhance program services in accordance with recognized child welfare standards and Global Refuge best practices.
- Assist with writing various governmental reports, including quarterly, annual, and monitoring visit reports.
- Collaborate with the Associate Director for Foster Care to oversee network capacity and development, including recruitment, retention, and termination of partners, and provide support for regular referral coordination.
- Represent Global Refuge Children's Services at external meetings, trainings, or groups, engaging in agency-wide activities and initiatives, and implementing strategic initiatives.
- Master's Degree in Social Work or other behavioral science, with at least three years of professional work experience, or an equivalent combination of education and experience.
- Minimum of three years of experience in supervision, program management, program development, and/or quality assurance methods.
- Demonstrated knowledge of child welfare systems, principles, and practices, with experience in federally funded unaccompanied children's services programming preferred.
- Ability to work within a team and independently, establishing priorities and exercising sound judgment in response to complex, sensitive, and confidential systems.
- Experience in developing and managing collaborative partnerships across various systems, providing training and technical assistance to internal staff and external partners.
- Excellent oral and written communication skills, with the ability to interact well with all levels of various systems.
- Experience and knowledge of legal and political issues related to immigration and child welfare, with a commitment to working in a cross-cultural or diverse workforce.
- Bilingual in Spanish and English is strongly preferred.
- Valid driver's license and the ability to drive unrestricted are required, with a willingness to travel 25% of annual time.
- Proficiency in Microsoft Office applications and ability to pass an FBI background check and CA/N check for every state resided in for the last five years.
