Job Title: Senior Manager Operational Risk Programs

BMO Financial Group is seeking a Senior Manager to join their team in the Operational Risk Management department. The successful candidate will be responsible for leading one or more of the ONFR core programs, including Issues Management, Loss Event Management, ONFR KRIs, and ONFR Risk Appetite.

Key Responsibilities:

  • Provide strategic leadership to strengthen the ONFR core programs and serve as a subject matter expert to stakeholders.
  • Oversight, monitoring, and reporting on operational risks for a designated portfolio.
  • Develop and monitor the operational management framework, including governance frameworks and practices.
  • Provide policies, standards, methodologies, and controls to increase transparency, accuracy, and consistency across groups.
  • Work with stakeholders to implement the methodology, metrics, and program standards for the assigned portfolio.
  • Provide strategic input into business decisions as a trusted advisor.
  • Make recommendations to senior leaders on strategy and new initiatives.
  • Act as a subject matter expert on relevant regulations and policies.
  • Network with industry contacts to gain competitive insights and best practices.
  • Interpret new regulations and assess impacts to the governance framework.
  • Develop reports on the status of the governance program or framework components.
  • Influence and negotiate to achieve business objectives.
  • Identify emerging issues and trends to inform decision-making.
  • Recommend business priorities, advise on resource requirements, and develop a roadmap for strategic execution.
  • Manage resources and lead the execution of strategic initiatives.
  • Measure the effectiveness of the risk governance system and framework.
  • Conduct independent analysis and assessment to resolve strategic issues.
  • Lead the development and maintenance of the governance system and framework.
  • Act as the prime subject matter expert for internal and external stakeholders.
  • Represent the model validation program/portfolio for internal and external regulatory audits and examinations.
  • Ensure alignment between stakeholders.
  • Design and produce regular and ad-hoc reports and dashboards.
  • Develop and manage comprehensive information management systems.
  • Define business requirements for analytics and reporting.
  • Lead change management programs of varying scope and type.
  • Lead the development of the communication strategy.
  • Lead the execution of operational programs.
  • Manage the review and sign-off process for relevant regulatory reporting.
  • Lead and integrate the monitoring, measurement, and reporting on the status of the operational risk governance program.
  • Lead the management of governance meetings and maintenance of governing body mandates.
  • May provide specialized support for other internal and external regulatory requirements.
  • Provide input into the planning and implementation of ongoing operational programs.
  • Lead/participate in the design, implementation, and management of core business/group processes.
  • Administer and maintain operational risk program activities.
  • Identify potential risk situations/impacts and make recommendations or escalate to the manager.
  • Develop and maintain in-depth knowledge of business and related risk management requirements.
  • Build effective relationships with internal and external stakeholders.
  • Analyze data and information to provide insights and recommendations.
  • Monitor and track performance.
  • Coordinate and monitor the review and sign-off of attestations and reporting.
  • Maintain tools and templates for operational risk programs.
  • Operate at a group/enterprise-wide level and serve as a specialist resource to senior leaders and stakeholders.
  • Apply expertise and think creatively to address unique or ambiguous situations.
  • Implement changes in response to shifting trends.

Qualifications:

  • Typically 7+ years of relevant experience and post-secondary degree in a related field of study or an equivalent combination of education and experience.
  • In-depth/expert knowledge of operational risk management practices.
  • In-depth/expert knowledge of the designated business/product portfolio.
  • In-depth/expert knowledge of regulatory requirements.
  • In-depth/expert knowledge of quantitative techniques and economic capital methodologies.
  • In-depth/expert knowledge and experience with risk policy frameworks; quality control/testing frameworks.
  • Seasoned professional with a combination of education, experience, and industry knowledge.
  • Verbal and written communication skills - in-depth/expert.
  • Analytical and problem-solving skills - in-depth/expert.
  • Influence skills - in-depth/expert.
  • Collaboration and team skills; with a focus on cross-group collaboration - in-depth/expert.
