Classification: Non-Exempt
Reports To: Finance & Administration Director
Work Schedule:
- Monday to Friday, 8 AM - 5 PM
Salary Range: $47,000 - $50,000

Our center plays a crucial role in equipping eligible youth with skills that foster employability and independence, facilitating their transition into meaningful employment or further education.
Role PurposeThe Procurement Specialist is responsible for sourcing equipment, supplies, services, and vendor agreements while adhering to governmental, organizational, and corporate policies.
Key Responsibilities- Prepare and manage all purchase order contracts, subcontracts, lease agreements, and consultancy contracts for equipment, services, repairs, and rehabilitation work in accordance with applicable regulations and policies.
- Develop and maintain a qualified vendor list as mandated by procurement procedures.
- Oversee the center's subcontracting plan, ensuring compliance with procurement goals for small and socially disadvantaged businesses, and submit necessary reports.
- Ensure compliance with quality standards, delivery schedules, and contractual obligations while securing the best pricing through competitive bidding and effective negotiation.
- Collaborate with the accounting department to ensure accuracy in pricing data and accounts payable processes.
- Assist in formulating new and revised procurement policies and procedures.
- Coordinate with other staff regarding procurement issues.
- Monitor and recommend federal surplus supplies and equipment for procurement.
- Exemplify and promote a positive culture within the center.
- Act as a responsible steward for the center's property.
- Report any ethical violations promptly.
- Identify opportunities for operational enhancements and waste reduction.
- Recognize and report environmental health and safety concerns.
- Submit reports and plans punctually.

QualificationsEducation & Experience:
- Bachelor's degree in Business Administration or a related field.
- Two years of relevant experience.
- Relevant experience may substitute for formal education.
- Familiarity with networking systems is preferred.
Certifications & Skills:
- Proficient in computerized purchasing systems.
- Knowledge of federal, state, and governmental procurement practices.
- Demonstrated ability to negotiate contracts and maintain vendor relationships.
- Proven project management skills with the ability to meet deadlines.
- Ability to handle frequent interruptions and shifting priorities.
- Strong organizational and communication skills, both written and verbal.
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Minimum Eligibility:
- A valid driver's license may be required if driving is part of the job.
- Documentation to verify authorization to work in the United States is necessary.
- Ability to pass a pre-employment drug test and background check.
