Position Overview

Under the supervision of the Staff Services Manager II (SSM II) within the Central Valley Regional Office, the Associate Governmental Program Analyst (AGPA) or Outreach Specialist is tasked with executing various responsibilities related to the Authority's extensive stakeholder and public outreach initiatives in the Central Valley. The role involves conducting research, preparing presentations, developing communication materials, organizing events, and addressing inquiries from stakeholders and the public to support the objectives of the California high-speed rail initiative.

Key Responsibilities

  • Conduct thorough research to gather relevant information.
  • Prepare engaging presentations and develop informative talking points and fact sheets.
  • Plan and coordinate outreach events effectively.
  • Respond to requests for information from stakeholders and the public.
  • Manage and draft correspondence, representing the Authority in interactions with community and stakeholder groups.

Work Environment

This position offers part-time telework opportunities for California residents, contingent upon the specific requirements of the role. Virtual hiring interviews may be conducted using teleconferencing or video conferencing tools.

While on-site, the incumbent operates in a professional office setting characterized by a climate-controlled environment that may experience temperature fluctuations and is illuminated by artificial lighting. The role necessitates the use of a computer, mouse, and keyboard, requiring prolonged periods of sitting and focus on a computer screen. The incumbent must demonstrate the ability to multitask, adapt to shifting priorities, and complete tasks or projects on short notice while maintaining professionalism and respect in all interactions.

A Statement of Qualifications (SOQ) is mandatory and must be submitted as part of the application process. The SOQ should be a narrative detailing your qualifications for this position, limited to three (3) pages, single-spaced, with one-inch margins, in 12-point font. Responses should address the following:

  1. Detail your experience working with a public agency, non-profit, or in a public policy context. What roles did you fulfill? What contributions did you make?
  2. Describe your experience in developing public presentations, including an example of how you simplified complex information for non-technical audiences. What was the subject matter? Who was the audience? What materials did you create?
  3. Provide an example of a situation where you identified potential issues impacting your team's work and the preventive measures you implemented. What was the issue? How did you recognize it? What was the outcome?
