Position Overview

The Environmental Compliance Specialist will act as a vital Subject Matter Expert regarding air quality and regulatory permits for the organization. This role is essential in ensuring adherence to permitting and compliance reporting timelines and budgets. The individual will collaborate with Operations, Maintenance, Engineering, and other support teams to address compliance and permitting requirements for ongoing operations and projects. A strong understanding of regulatory impacts related to current operations and proposed changes is necessary.

The ideal candidate will possess extensive knowledge and experience with Federal, State, and local air quality regulations and their application to various processes. This role requires the capability to manage multiple air permitting and reporting tasks efficiently. Effective communication and presentation skills across all organizational levels are crucial for success in this position. The Environmental Compliance Specialist will provide timely, direct, and actionable feedback and deliver clear messages tailored to the audience's needs.

Key Responsibilities:

  • Lead the execution of regulatory permitting and compliance initiatives across various programs.
  • Stay informed on new developments in Federal and State environmental regulations and assess their applicability and impact.
  • Develop strategies to maintain compliance with relevant air quality regulations.
  • Maintain professional credentials in compliance and represent the organization in professional and technical forums, as well as during regulatory inspections.
  • Oversee the monitoring and repair of fugitive emissions components in accordance with Federal and State regulations.
  • Document compliance with fugitive monitoring requirements and coordinate timely repairs of leaking components.
  • Ensure compliance for sources authorized under Air NSR/PSD permits and Title V permits.
  • Assist in the development of LDAR record-keeping and reporting systems.
  • Review and evaluate changes in fugitive monitoring regulations.
  • Manage the daily operations of the Fenceline Monitoring Program.
  • Conduct moderately complex technical work in environmental disciplines to achieve compliance with EH&S standards and regulatory requirements.
  • Contribute to the design, development, implementation, and oversight of environmental, health, and safety programs to protect employees and surrounding communities.
  • Develop and maintain programs and procedures necessary for environmental protection.
  • Provide regulatory interpretation and technical guidance.
  • Stay updated on specific requirements from government agencies.
  • May lead and provide direction to less experienced personnel in environmental programs.
  • Develop and conduct training programs for operational and contract personnel, as well as community stakeholders.
  • Recognize and address environmental and safety issues related to assigned business areas.
  • Plan and conduct assignments with minimal supervision, exercising significant autonomy in decision-making.
  • Conduct studies to ensure compliance with environmental laws and standards.
  • Participate in root cause analysis.
  • Analyze the impacts of air-related environmental regulations.
  • Provide feedback on new regulations and industry initiatives.
  • Secure necessary environmental permits for air programs.
  • Assist in developing record-keeping and compliance management systems.
  • Prepare routine regulatory reports.
  • Support the development of annual emissions inventory and TRI reports.
  • Assist in investigating environmental incidents and compliance deviations.
  • Prepare responses to information requests and enforcement actions.
  • Facilitate inspections and investigations by agency representatives.
  • Represent the organization’s interests within industry associations.

Qualifications:

  • Bachelor's degree in Chemical Engineering, Environmental Engineering, or a related engineering/science discipline.
  • Over 10 years of experience in environmental activities related to petrochemical manufacturing, including familiarity with Federal and State regulations.

Preferred Skills:

  • Strong written and verbal communication skills.
  • Technical writing proficiency, with the ability to convey complex petrochemical processes to non-industry audiences.
  • Excellent presentation abilities.
  • Knowledge of college-level algebra and statistical analysis.
  • Ability to interpret governmental regulations and assess their relevance to business processes.
  • Strong listening skills to understand input from various stakeholders and make informed decisions on environmental policies.
  • Proficient in MS Office and relational databases, as well as Environmental Compliance Management Software.
