Position Overview: The Senior Project Engineer plays a crucial role in the planning and execution of diverse construction initiatives aimed at resolving conflicts with proposed constructions near pipeline infrastructures managed by EPCO Corporate. This position is integral to the Encroachment Projects Group, ensuring adherence to the company's engineering standards, industry regulations, and performance criteria established by internal stakeholders and in collaboration with both private and public entities.

Key Responsibilities:

  • Oversee multiple projects across various locations, typically with budgets under $10 million.
  • Coordinate and manage capital projects in alignment with corporate policies and procedures.
  • Develop comprehensive project scopes, execution strategies, cost estimates, and timelines for decision-making and project approval.
  • Monitor project scope, costs, and schedules to ensure alignment with approved budgets and timelines.
  • Implement project management best practices and uphold project standards.
  • Assess and manage project risks to minimize financial and scheduling impacts.
  • Ensure project documentation and drawings are accurate, up-to-date, and archived according to company protocols.
  • Collaborate closely with various departments including Commercial, Operations, Technical Services, Land, Right-of-Way, and Strategic Sourcing, while directing third-party contractors to ensure safe project execution.
  • Prepare regular project progress reports, including cost forecasts, utilizing tools such as Excel, Word, and Oracle.
  • Supervise the work of external consultants and manage the consultant selection process.
  • Create and adjust project work plans to accommodate evolving needs and engineering requirements.
  • Coordinate project activities among internal and external resources, assigning tasks and providing guidance as necessary.
  • Review consultant outputs to ensure compliance with EPCO Corporate standards and contractual obligations.
  • Maintain compliance with Process Safety Management (PSM) and Department of Transportation (DOT) regulations.
  • Stay informed about current regulations, industry standards, and applicable technologies.

Qualifications:

  • Bachelor's degree in Mechanical or Civil Engineering.
  • 5-7 years of experience within the oil and gas sector is essential.
  • Familiarity with ASME and API standards, DOT regulations, and pipeline maintenance and construction is preferred.
  • Experience in pipeline installation, rerouting, and modification, as well as project planning with various entities, is advantageous.
  • Proficiency in Microsoft Office Suite, including Word, Excel, Project, and Outlook.
  • Strong interpersonal and communication skills, with the ability to work independently or collaboratively.
  • Willingness to travel domestically, up to 25% of the time.
