Position Purpose:
The Early Learning Resource Center (ELRC) Region 5 Early Learning Program Engagement Specialist acts as a vital link between Child Care Works (CCW) and both regulated and relative child care providers. This role is essential in assisting providers with self-service resources, recruitment, enrollment, and eligibility determination in Child Care Works, as well as enrollment in the Child and Adult Care Food Program (CACFP).

  • Collaborate with colleagues to cultivate a culture of belonging within Trying Together.
  • Challenge practices that do not respect the dignity of children, families, educators, and colleagues.
  • Deliver exceptional customer service through comprehensive provider orientations and timely responses to inquiries.
  • Establish agreements with certified and relative providers, addressing subsidy concerns and inquiries.
  • Guide regulated providers in utilizing Provider Self Service to maintain current information.
  • Inform providers about regulations from the PA Department of Human Services and Child Care Works.
  • Offer technical assistance to relative providers seeking state certification and enrollment in Child Care Works.
  • Connect child care providers with community resources and advocate for their needs.
  • Identify challenges faced by relative providers in delivering quality care and recommend appropriate resources.
  • Support relative providers in fulfilling their professional development requirements.
  • Collaborate with local Family Centers to link relative providers with necessary community resources.
  • Facilitate connections between providers and Quality Coaches or Fiscal contacts.
  • Assist providers in enrolling in the Child and Adult Care Food Program and other available resources.
  • Act as a liaison among all Child Care Works departments and programs for providers.
  • Organize outreach initiatives to promote quality child care and positive interactions.
  • Address system alerts promptly to ensure the integrity of the PELICAN System.
  • Maintain communication with other Child Care Works agencies across Pennsylvania regarding provider updates.
  • Participate in outreach and meetings at both local and statewide levels.
  • Uphold confidentiality when handling sensitive client, vendor, employee, and contract information.
  • Engage in ongoing professional development to enhance provider engagement effectiveness.
  • Collaborate across departments within Trying Together to achieve organizational goals.
  • Utilize the NeonCRM platform to build relationships, track data, and support continuous improvement.
  • Perform additional duties as assigned.

Qualifications:

  • Associate's, Business, or Technical Degree in Human Services, Early Childhood Education, or a related field; experience may be considered in lieu of a degree.
  • Minimum of two years of relevant case management experience.
  • Strong written and verbal communication skills.
  • Intermediate to advanced computer proficiency, including internet and email.
  • Familiarity with local, state, and national early care and education systems.
  • Ability to work independently and collaboratively.
  • Detail-oriented with advanced problem-solving skills.
  • Capacity to multitask effectively.
  • Commitment to confidentiality.
  • Sound judgment and decision-making capabilities.
  • Enthusiastic and adaptable demeanor.
  • Proficient in Microsoft Outlook, Word, and Excel.

Clearances Required:

  • Act 33 Child Abuse Clearance.
  • Act 34 PA State Police Clearance.
  • Act 73 Federal Criminal History Clearance.
  • National Sex Offender Registry (NSOR) Verification.

Training Requirements:

  • Mandated Reporter Training (to be completed within the first month).
  • NeonCRM Training (required courses to be completed within the first three months).
  • PQAS Professional Development Instructor Certification (to be obtained within the first year for staff with a Bachelor's Degree).
