The Job Role: Senior Project Manager for Information Technology

General Overview:

Under guidance, manages and directs extensive information technology projects that are essential to organizational systems and operations. Leads and oversees project teams to guarantee successful project outcomes. Serves as a crucial link between business needs and technical requirements of projects. Plans project stages and assesses business impacts at each phase. Monitors project advancements to ensure timely completion within established standards and budgetary constraints. Maintains project documentation throughout the project lifecycle.

Key Responsibilities:

  • Plans, initiates, and executes IT projects involving complex enterprise-wide business systems.
  • Collaborates with the Project Management Office Manager to create program charters and management plans, defining inter-project relationships. Develops project documentation, communication strategies, and timelines.
  • Assesses project phases and their business implications; monitors progress to ensure adherence to budget, schedule, and scope.
  • Coordinates and directs technical personnel across multiple projects; acts as a liaison between business and technical project components.
  • Manages project-related contractual activities, including Requests for Proposals (RFPs) and Direct Bid Contracts.
  • Delivers project and/or program status updates to stakeholders, including upper management.
  • Identifies project risks through comprehensive mitigation assessment and planning.
  • Tracks performance and recommends modifications to schedules and costs.
  • Supervises, reviews, and ensures team compliance with organizational policies and procedures. Conducts performance evaluations, addresses employee concerns, and may provide HR recommendations. Monitors project milestones and deliverables.

Additional Responsibilities:

  • Undertakes any other assigned duties.

Work Environment:

Work is conducted in a standard office environment, utilizing standard office equipment, including computers.

Desired Skills and Qualifications:

  • Comprehensive understanding of business and management principles for strategic planning, resource allocation, and coordination of resources.
  • Significant knowledge of customer service principles, including customer needs assessment and quality standards.
  • Ability to predict system behavior in various conditions and environments.
  • Proficiency in fostering team trust, respect, and collaboration.
  • Capacity to evaluate alternative solutions and problem-solving approaches logically.
  • Skilled in planning and supervising multiple project teams.
  • Strong communication skills, both verbal and written.

Minimum Qualifications:

Must possess a bachelor's degree from an accredited institution in information technology, business, public administration, or a related field. Should have six years of experience in information technology project management at a professional level.

Substitution Details:

Completion of graduate studies in relevant fields can substitute experience on a year-for-year basis up to two years. Possession of Project Management Professional (PMP) certification can replace one year of required experience.

Promotional Requirements:

  • Requires at least one-year tenure in the District as a Project Manager.
  • Civil service status as a Project Manager is a prerequisite.
