Position Summary

The Acquisition Program Manager is responsible for the comprehensive oversight of acquisition initiatives, ensuring alignment with both organizational objectives and client requirements.

Key Responsibilities

  • Develop and implement acquisition strategies from inception to completion, managing budgets, timelines, and resources effectively.
  • Act as the main liaison for all program stakeholders, ensuring clear communication and collaboration, and providing regular updates on program status.
  • Identify potential risks and develop risk management strategies to mitigate them, continuously monitoring and reporting on risk throughout the program lifecycle.
  • Establish and track key performance indicators (KPIs) to assess program effectiveness, conducting regular reviews for ongoing improvement.
  • Maintain thorough documentation of all program activities, ensuring compliance with organizational standards and preparing reports for management and stakeholders.
  • Provide expert guidance and support throughout the acquisition lifecycle, from pre-award to post-award phases, ensuring adherence to established timelines.
  • Assist in drafting essential documents such as Statements of Work (SOW), Performance Work Statements (PWS), and Requests for Information (RFI).
  • Offer insights on various contracting methods and approaches, including the preparation of justifications and inter-agency agreements.
  • Deliver subject matter expertise on acquisition strategies, including risk assessments and sourcing priorities.
  • Support the development of Quality Assurance Surveillance Plans (QASPs) and Requests for Proposals (RFPs), providing recommendations on solicitation terms.
  • Assist in the formulation of Source Selection Plans (SSPs) and criteria, ensuring comprehensive evaluation processes.
  • Conduct price and cost analysis on contractor proposals, ensuring compliance with relevant laws and regulations.
  • Facilitate the development and modification of contracts, ensuring all changes are documented and justified.
  • Oversee the contractor invoicing process and assist in the evaluation of contractual actions.
  • Maintain organized contract files, ensuring all correspondence and documentation are accurately recorded.
  • Perform additional duties as assigned.

Qualifications

  • Bachelor's Degree with a minimum of 24 semester hours in relevant fields such as business, finance, or management.
  • Ability to obtain and maintain a moderate Public Trust clearance.
  • 8+ years of progressive experience in government contracting, including at least 1 year at the GS-14 level.
  • Familiarity with federal acquisition systems for contract data management.
  • Strong communication skills, both written and verbal.
  • Proficiency in Microsoft Office Suite.
  • Knowledge of Federal Acquisition Regulation (FAR).

Preferred Skills

  • Experience in international contracting is advantageous.
  • Ability to work independently and collaboratively on complex acquisitions.
  • Active involvement in acquisition-related professional organizations.
  • Certifications such as PMP, DAWIA, or FAC-C are preferred.
  • Demonstrated professionalism and sound judgment in all interactions.
  • Strong ethical standards, particularly regarding confidentiality.
  • Capacity to thrive in a dynamic work environment.
