Job Summary

The Capital Project Manager is a professional position, working independently under the Director of Utilities. The position is responsible for the management and administration of the Capital Improvement Program and related public works projects. This position is not responsible for the technical engineering aspects of the projects, but rather the overall management of the programs progress, with heavy emphasis on schedules, contracting, procurement, and financial tracking. This position may or may not supervise other employees and will often be assigned as a team leader on projects.
Knowledge, Skills and Abilities

  • Knowledge of project management including schedules, budgets and contracts.
  • Knowledge of water and wastewater distribution and collection system construction.
  • Knowledge of water and wastewater plant construction.
  • Knowledge of drainage systems and street construction.
  • Knowledge of common construction techniques for public works projects.
  • Skill in plan review and communicating feedback.
  • Skill in documenting work progress, inspection results and monthly estimates.
  • Skill in reading and understanding general conditions, specifications and contract documents.
  • Skill in Microsoft software.
  • Skill in defusing contentious situations.
  • The ability to assess a situation and make educated decisions in the field.
  • The ability to recognize situations that require additional review.
  • The ability to work well with others.
  • The ability to communicate well in person, on the phone, and in writing.
  • The ability to give instructions and follow instructions.
  • The ability to learn new things and retain information.
  • The ability to work independently.

Education and Experience

A bachelor's degree in project management or related field with three (3) years of work experience or an associate's degree and five (5) years of experience. An equivalent combination of education and experience is acceptable. Work experience with a municipal government is preferred. A class C driver's license is required.
